MINUTES VILLA MARBELLA H.O.A. MEETING
NOVEMBER 22, 1999
(The monthly meeting of the Villa Marbella Homeowners' Association Board of Directors was called to order by Beverly Powers at 7:00pm Monday November 22, 1999, in B-205 (Bert Donaldson's' unit) ).

Minutes. (Note: Minutes of the October 21st meeting were mailed to owners about November 26th.).
Homeowners Session:
1) Garden Windows' repair options were discussed. Per the CC&Rs, owners should pay for repairs. An inspection was made thoroughly of one, but others should be examined.
2) Homeless Shelter being set up near the Midway Post Office is bringing problems to our area. The Board was asked to send a letter to City officials and Brian Bilbray. Paul Klahn offered to draft the letters.
3) Common Area Keys now cost $7.25. That is the price the HOA paid to Grah Locks for keys recently.
4) Noisy Dumpster Pick-Up occurs several times a week at 5am behind PetsMart, and residents of A-Bldg want it stopped. Manager will send a letter to PetsMart. The City may be called to help.
5) Elevators were inspected but someone ripped off the certificates of compliance.
Financial Report:
1) Financial Summary: (taken from financial handouts)
Money in Bank Accounts 9/30: $119,695
Money in Bank Accounts 10/31: $121,598
Increase: $1,903
Payments During October (totaling $11,336):
Admin: $1161 Insurance: $1254
Sewer & Water: $3113 Gas & Electric: $1448
Services (a grouping of the following fixed-fee HOA service expenses: Trash, Janitors, Pool Service, Elevator, Pest Control, Gardening, Inspection, Gate Phone): $3170
Maintenance & Supplies (non-routine repairs & maintenance, and supplies): $1190
Various items on the financial statements were discussed, including $280 for pool repairs.
2) Status of Delinquent Accounts. Foreclosure proceedings are being restarted on a B-Bldg condo which is about $1800 delinquent.
Old Business:
1) Budget for Year 2000 was approved by MOTION.
2) Dues Increase. There was a discussion about on-going deficits in income with respect to money needed for reserves. A MOTION passed increasing the monthly HOA assessments from $137 to $143 as of January 1st, 2000.
3) Work Order Authorization #720, to repair a buzzer problem turned out to be due to someone misconnecting their intercom, so the bill is being sent to the owner.
4) Termite Extermination methods were discussed again. Consensus was that although X-Termite recommended a local treatment method cheaper than fumigation, the Board believed the X-Termite warranty would be more expensive and a local treatment method would not exterminate all the termites. Four other companies bid, each recommending fumigation. Although it will be a hassle to be out of the condos for fumigation, a MOTION passed to fumigate. After discussion about two bidders being non-responsive to requests for bid changes, Terminex was chosen by MOTION to perform fumigation July 17-19. Terminex must also provide guards. A MOTION also passed to get residents and/or owners to sign the information forms. Keys for all condos must be obtained. (NOTE: In the December 16th Board meeting, two related MOTIONS passed: (a) Owners will be responsible for any additional costs incurred due to non-cooperation related to fumigation, and (b) Until fumigation is done, it is a temporary HOA Rule that all residents must sign the fumigation notice & disclosure forms, and standard rule violation procedures apply.)
5) Wall Paper which is damaged in some elevator hallways was discussed. Beverly Powers had located a reasonably priced source for 30 yards of similar wall paper. Bert Donaldson said the existing open work order covers the estimated $400 for the wall paper plus install costs.
6) Carpet Cleaning Bids will be solicited using a schedule for cleaning that was used by former cleaners.
Adjournment. The meeting adjourned to executive session about 8:30pm.
Executive Session. Decisions were reached regarding two monetary penalty cases. One pertained to pets, and the other pertained to noise and shouting.
