MINUTES OF VILLA MARBELLA MONTHLY H.O.A. MEETING OF OCTOBER 3, 2002

(The monthly meeting of the Villa Marbella Homeowners' Association Board of Directors was called to order about 7:00pm Thursday October 3rd, 2002, in B-205 (Bert Donaldson's condo)).

Minutes. (Note: Minutes of the September 5th monthly meeting were mailed to owners about September 26th.)

Homeowners’ Session: Trees Tilting. Steve Tuba brought in pictures of tilted trees that have caused parking hazard and inconvenience. Coincidentally, bids for removal and replacement of several trees and other tree maintenance were on the meeting agenda. Although unbudgeted, a MOTION passed to accept bid from Earth Dynamics, and to do related concrete work. Other bidder was Aguilar, the company which has HOA’s landscape contract now.

Financial Report:
1) Financial Summary: (taken from financial statements)
Money in Bank Accounts 8/31: $149,099
Money in Bank Accounts 9/31: $153,589
Increase: $4,490
Payments During Sept 2002: (totaling $12,396):
Administration: $900 Insurance: $1370
Sewer & Water: $3292 Gas & Electricity $2201
Services (a grouping of the following usually-fixed-fee HOA service expenses: Trash, Janitors, Pool Service, Elevator, Pest Control, Gardening, Inspection, Gate Phone): $4518
Taxes $115
2) Status of Delinquent Accounts. A new lien was put in place for an A Bldg delinquency of about $900. A couple multi-hundred dollar delinquencies were paid up. Five new delinquencies between $200 and $400 will be sent “pay or lien letters.”
3) Draft Budget for 2003 was presented to the HOA Board for review during October. The Budget & Finance Committee should be sent copies to review. The Treasurer, Sylvia Lang, and Dan Little had a budget planning meeting. A couple aspects of the draft budget are (a) that reserves should be sufficient (except for vandalism) to avoid special assessments, and (b) a $3 monthly fee increase was proposed.

Old Business:
1) Exterior Wood Painting. Painting specifications should be available in a few days. Non-stucco’d parts of the buildings and fences will be painted (i.e., the exterior wood will be painted). Options, separately priced, will be painting of carports, pool area, and vehicle gate. Caulking of certain windows will also be an option. Current schedule estimate is that painting will be done in spring.
2) Garden Window repair to improve the attachment of some windows to the building has been done on several condos, and will be offered to owners on October 12th, and on a later date, probably November 9th. (Secretary’s Note: A notice to owners regarding the HOA’s offer for the November 9th work is expected to go out with these minutes.)
3) Work Authorizations. Work authorizations #832-#837 were reviewed. A check was received to reimburse the HOA for wall repair following damage by phone book delivery service.
New Business:
“Routinely Approved” Work. Two other types of repairs were added by MOTION to the list of work that can now be approved by the Manager without the need for formal Board approval and without a work authorization form. Door and Lock Repair of building entry doors (and pedestrian gate), of the sort normally due to vandalism (e.g., efforts to overcome the locks), and similar entry door repair work will now be done without Board approval. Investigation and/or repair of Water Leaks of the sort not previously called “emergencies”, typically intermittent drain leaks which typically wet 1st floor carpets, can now be done without Board approval. Attempts will still be made to contact owners or residents of condos most likely causing such leaks before walls are opened. Repair costs will be charged to owners of condos that cause the leaks.
Other previously approved authorizations that are done without further Board approval include all regular services (e.g., janitorial, pool, trash, utilities, carpet cleaning including “spot” cleanup, etc.), periodic trash chute cleaning, fire extinguisher & alarm system inspection & repair, and pool & elevator inspections.

Adjournment. The meeting was adjourned about 8:50pm.
