MINUTES VILLA MARBELLA H.O.A. MEETING
OCTOBER 21, 1999

(The monthly meeting of the Villa Marbella Homeowners' Association Board of Directors was started by Albert Leggs at 7:00pm Thursday October 21, 1999, in B-205 (Bert Donaldson's' unit) ).

Minutes. (Note: Minutes of the September 15th meeting were mailed to owners about October 26th. Minutes are mailed to owners monthly, and may be obtained at the HOA website at "http://www.neighborhoodlink.com") ADDITONAL ITEMS were mailed to owners about November 15th. Those items were "Notice of Increase in Monthly Dues", "Collection of Delinquent Assessments", "(Year) 2000 Operating Budget", "Insurance Notification", and a summary of Alternative Dispute Resolution.

Homeowners Session: Several maintenance needs were mentioned, including a light that's out in the parking lot, a problem with a B-Bldg condo's intercom, the B-Bldg main entrance not locked, and a question about why the fountain isn't running.

Financial Report:
1) Financial Summary: (taken from financial handouts)
Money in Bank Accounts 8/31: $116,295
Money in Bank Accounts 9/30: $119,695
Increase: $3,400

Payments During September (totaling $11,008):
Admin: $996 Insurance: $839
Sewer & Water: $3149 Gas & Electric: $1570
Services (a grouping of the following fixed-fee HOA service expenses: Trash, Janitors, Pool Service, Elevator, Pest Control, Gardening, Inspection, Gate Phone): $3128
Maintenance & Supplies (non-routine repairs & maintenance, and supplies): $760 Taxes: $566
Various items on the financial statements were discussed, including $600 to Jack Porter (see "Window Repairs" below).

2) Status of Delinquent Accounts. Payment was received from an owner who was seriously delinquent. Another lien is still in place on a B-Bldg condo. The owners of that condo was about $1700 delinquent. Foreclosure proceedings are underway.
3) Budget for Year 2000 and a Proposed Dues Increase were discussed. A recommendation to keep the monthly fees (dues) at $137 was favorably received, but final decision was postponed. The manager was told to mail the budget, indicating a dues increase, subject to rescission at a later meeting.

Old Business:
1) Door Mats at the building entries have been used as door props. Although it's a rule violation to prop the doors open, people keep doing it because they are not caught. Means to attach the mats to keep them from being lifted were discussed.
2) Window Repairs. The status of getting the garden windows repaired was discussed. Contractor Jack Porter completed examination of a typical damaged window, and his conclusion was that the building's wood was not bad, but there is a problem with the way the windows are attached. He told the Manager he could get repair costs down to under $300 per window if he were to repair several.
3) Work Order Authorizations #708 to #719 were reviewed. #709 and #710 were to perform pool gate repairs, and #717 was to anchor the entryway rugs.
4) Termite Extermination methods were discussed. There was some skepticism about the X-Termite proposal, in particular about the ability to eradicate termites, because X-Termite's method is just extensive local treatment with d-limonene. A photo of dead winged termites on a floor was shown to people in the meeting. Warranties offered by the different companies were discussed. Warranties don't guarantee extermination, but they cover re-extermination if termites are discovered. Analysis of five bids continues.
5) Emergency Access Policy, basically that owners bear costs associated with getting into condos for emergency repairs, was discussed.

New Business.
1) Solar Panels. The President suggested looking into the use of photo voltaic solar panels to convert sunlight into electricity. By combining the solar panels' electricity with the SDG&E electricity, the HOA's electric bill could be reduced.
2) Cats. Someone is leaving cat food out in the common area near the northeast end of the A-Bldg. It was pointed out that that's a violation of CC&Rs.
3) Low Flow Shower Heads. The President asked if the HOA could get some low flow shower heads and give to residents. He offered to install them.
4) Commendation for Warren Riley. Those in attendance expressed appreciation to former HOA Vice President Riley for the high quality of janitorial services he is performing.

Adjournment. An executive session was held about 8:30pm.
Executive Session. Noise, vandalism, and harassment in the southwest end of the B-Bldg were discussed.
