Minutes of Meeting of June 2001

MINUTES OF VILLA MARBELLA MONTHLY H.O.A. MEETING JUNE 14, 2001

(The monthly meeting of the Villa Marbella Homeowners' Association Board of Directors was called to order
by Mr. Chuy Ma at 7:00pm Thursday June 14th , 2001, in B-205 (Bert Donaldson's' condo)).

Minutes. (Note: Minutes of the May 24th Meeting were mailed to owners about June 26th.)

Financial Report:
1) Financial Summary: (taken from financial statements)
Money in Bank Accounts 4/30: $117,278
Money in Bank Accounts 5/31: $121,416
Increase: $4,138
Payments During May 2001: (totaling $13,312):
Administration: $900 Insurance: $841
Sewer & Water: $2451 Gas & Electricity $3309
Services (a grouping of the following fixed fee HOA service expenses: Trash, Janitors, Pool Service, Elevator, Pest Control, Gardening, Inspection, Gate Phone): $3284
Maintenance & Supplies (non﷓routine repairs & maintenance, and supplies): $2527
About $900 was paid to Bonded Carpet for emergency carpet service performed on and after the May 4th flood from B311. Also, Grah Lock & Safe replaced the broken lock on the door leading from B-Bldg to the pool with a "panic bar" for about $700.
2) Flood Damage Reimbursement. There was a brief discussion on progress on getting reimbursed from the new owner of B311 for the May 4th flood damage costs that are not covered by the HOA insurance.
3) Status of Delinquent Accounts. Owners of two condos, one in A-Bldg and one in B-Bldg, both about $400 delinquent, were sent "pay or lien" letters. The status of other delinquencies was discussed.
4) Work Authorizations: #788-#790 were discussed. #790 was to fix the vehicle gate motor because it wasn't closing the gate properly.
5) Annual Audit of HOA financial records, and the HOA's tax returns for year 2000 were done by CPA Greg Villard, and given to the Board. The audit indicated "no problem."

Old Business:
1) Parking Lot Repair, Seal & Striping. Bids for asphalt work were discussed in detail. Southern California Paving updated their bid of last year (reference minutes of Sept. 21, 2000). Their bid of $2200 for basic sealing and striping, plus $2600 for replacement of a large amount of cracked asphalt, came with a 3-year warranty. It was significantly lower than the other bid. A MOTION passed to accept Southern California's 2-part offer at $4800. (Note: The work was done over several days in July. The parking lot was emptied from 8am-5pm on two days, July 10th and 11th. Parking spaces numbered #78-#104 were renumbered (by mistake) each lowered by one number to be #77-#103. Owners are to be "officially" notified of the number change with a separate mailing to accompany these minutes.)
2) Garden Window Work was briefly discussed. Three owners were notified to get badly sagging boards under their windows reattached. (Note: Only one left to go as of 7-20-01.)
3) Cable TV Feed to Tom Foolery in Scandia Plaza. Letters and consent forms were reviewed regarding a proposed Cox Cable TV connection to the Tom Foolery restaurant/bar in the Scandia Plaza. (Note: The matter was previously discussed in the August 24, 2000 meeting.) Cox Cable proposes to route a cable connection from the meter room outside B108, up and across by an HOA tree, onto the roof of Scandia Plaza. The paperwork sent from the manager of Tom Foolery included (a) a signed consent letter from Scandia Plaza's owner, (b) a right-of-way/permission agreement between the HOA and Cox Cable, (c) a statement of responsibility from manager of Tom Foolery, and (d) a diagram of proposed cable installation. After discussion, the proposed work was approved by MOTION, provided that the paperwork is revised to meet some concerns. The revisions needed are (1) the right of way agreement with Cox Cable must be revokable by either party and must be signed by Cox Cable, and (2) clarification that Tom Foolery will be responsible for any damages or costs to Villa Marbella HOA due to their cable installation, maintenance or removal. (Note: The revised paperwork was received and was signed.)
4) Parking Problems. Vehicles parked in no parking areas and other people's spaces were discussed. Reserved parking signs don't need to be in every spot.

Adjournment. The meeting was adjourned about 8:30pm.
