MINUTES OF VILLA MARBELLA MONTHLY H.O.A. MEETING OF FEBRUARY 7, 2002
(The monthly meeting of the Villa Marbella Homeowners' Association Board of Directors was called to order by Gabe Schmera at 7:05pm Thursday February 7rd, 2002, in B-205 (Bert Donaldson's condo)).

Minutes. (Note: Minutes of the January 3rd meeting were mailed to owners about January 26th.) Vice President Lang asked to be included on minutes review, by getting a copy via e-mail.
Homeowners' Session.
1) Parking Waiting List. Jamie Chase and Julie Webb completed and turned in the forms to get an extra parking space, and they were added to the Waiting List. The current parking waiting list to get an extra space for $35 a month is: P. King, D. Divine, E. Salcedo, L. Robertson, M. Dionisio, and J. Chase & J. Webb.
2) Vehicle Gate Problems. The vehicle gate continues occasional intermittent operation. It was reported that the gate seemed to be operating improperly a few days earlier. It was noted that cars should move through the gate’s swing zone because cars stopped there are not sensed. (Secretary’s Note: Per HOA’s Gate Procedure, cars should not enter that zone unless the driveway is clear of other vehicles.)
3) Pool Problems. Two problems were noted in the pool area. A broken beer bottle was found near the pool. And, people have been in the spa after 10 pm. After offering to help regarding such problems, Mr. Chase and Ms. Webb were appointed to the Pool Committee by MOTION.
4) Elevator Permit Expired. It was mentioned that the elevator permit has expired. (Note: That happens almost every year.) The Manager said that there are automatic waivers regarding dates on elevator permits. Currently an annual inspection process is underway.
Financial Report:
1) Financial Summary: (taken from financial statements)
Money in Bank Accounts 12/31: $124.626

Services (a grouping of the following usually-fixed-fee HOA service expenses: Trash, Janitors, Pool Service, Elevator, Pest Control, Gardening, Inspection, Gate Phone): $2530
Maintenance & Supplies (nonroutine repairs & maintenance, and supplies): $778
A $500 expense was discussed. It was a payment to South Bay Rooter to clean a severely plugged common area drain. It involved going on the A-Building roof to root and jet clean the worst blockage in HOA memory.
2) Status of Delinquent Accounts. An A-Bldg condo estimated to be about $1800 delinquent has a lien on it. In the B-Building, three condos, each roughly $1000 delinquent, are in the lien process. The status of other delinquencies was also discussed, and Small Claims Court action was approved.
3) Financial Statements used in Board meetings have a new look due to new software. The Manager offered options for information presentation.
Old Business:
1) Holes Repaired. Some holes, including where a key box was removed from the B Building entrance, were patched up. Two holes that door knobs had broken in walls were also patched. The Pool Pump Room Door was also repaired. These repairs, which had been previously authorized, were approved by MOTION.
2) Annual Homeowners Meeting, which is scheduled for 10am April 20th in the Sizzler Restaurant, 2855 Midway Drive, in the Loma Square Shopping Center, about a block from the condos, will be followed by a Board members’ meeting, if a quorum of Board members is present.
New Business:
1) Parking Committee and efforts to make parking easier were discussed. New committee members were appointed by MOTION.
