VILLA MARBELLA H.O.A. MEETING
MARCH 23, 2000
(The monthly meeting of the Villa Marbella Homeowners' Association Board of Directors was held starting at 7:00pm Thursday March 23, 2000, in B-205 (Bert Donaldson's' unit) ).

Minutes. (Note: Minutes of the February 17th meeting were mailed to owners about March 27th.).

Homeowners Session: Topics discussed: people not replacing the spa cover, oil in parking spot, the possibility of getting a cover for the pool, getting some more pool furniture, and a discussion about the fountain in the parking lot and why it is not in use.

Financial Report:
1) Financial Summary: (taken from financial handouts)
Money in Bank Accounts 1/31: $122,200
Money in Bank Accounts 2/29: $124,273
Increase: $2,073
Payments During February (totaling $11,321):
Admin: $960 Insurance: $839
Sewer & Water: $2868 Gas & Electric: $1810
Services (a grouping of the following fixed-fee HOA service expenses: Trash, Janitors, Pool Service, Elevator, Pest Control, Gardening, Inspection, Gate Phone): $3217
Maintenance & Supplies (non-routine repairs & maintenance, and supplies): $1622
Various items on the financial statements were discussed, including pool service charges and $875 for fence repairs.

2) Status of Delinquent Accounts. A lien was filed regarding a delinquency of about $800 on an A-Bldg condo. Another delinquency regarding an A-Bldg condo of about $1800 was discussed. The HOA had believed that ownership was transferred to the lender after the death of the owner over a year ago. It was recently learned that the transfer was not finalized, and so a notice has been sent to the former owner's estate. Marshalls collected about $350 from the Schurrs, former B-Bldg owners, and attempts will be made to collect another $600. Other delinquencies of various amounts were discussed, along with the methods being followed to collect.
3) Water Usage. Responding to concerns of rising water and sewer bills, Dan Little, the property manager, provided copies of water usage listings for the past five years. The listings had been made by the city's water company. Although two of the four months of highest water consumption in the past five years were the last two months of 1999, a calculation of the two-year running averages indicates a more or less constant rate of water consumption. During the same period the average water and sewer bills increased about 50%.
4) Authorizations Since February Meeting. Work authorizations #725-#730 were discussed. #725 was to repair the vehicle gate. #728 was to repair the pedestrian gate. #727 and #729 pertained to repair of a water pipe leak on the third floor (B-Bldg).

Other Business:
1) Termite Fumigation. (a) Twelve sets of condo keys and signed fumigation acknowledgement forms were turned in to manager Dan Little. Several monetary penalty notifications had been sent out to owners whose keys and/or signed acknowledgements were not turned in. After that, all but one or two were turned in. (b) The keys will be tested for each condo in early May. (NOTES: (a) THERE WILL BE A MANDATORY EVACUATION OF THE BUILDINGS FROM THE MORNING OF MONDAY JULY 17TH TO THE AFTERNOON OF JULY 19TH FOR FUMIGATION. (b) Residents may be allowed to leave plants in their parking spaces during the fumigation.)
2) Fire Department Inspection report was discussed. Two deficiencies about the dumpster areas that were cited were too vague to be understood, and the manager will seek clarification.
3) Elevator Test. Dan Little was notified that an elevator load test was required. The test costs about $700. (NOTE: The test was subsequently approved as an emergency expense.)

The meeting concluded about 8:30pm.

NOTE: Owners and residents are encouraged to attend meetings. The next meeting was the Annual Meeting held Saturday April 22nd at which Donaldson, Ma, and Powers were reelected to the Board and various topics such as fumigation in July were discussed. Upcoming meetings are 7pm Thursday May 18th in B-205 (Note the new location), Thursday June 22nd in B-205, and 7pm Thursday July 27th in B-306
