Minutes of Meeting of March 2002


MINUTES OF VILLA MARBELLA MONTHLY H.O.A. MEETING OF MARCH 7, 2002

(The monthly meeting of the Villa Marbella Homeowners' Association Board of Directors was called to order by Sylvia Lang at 7:00pm Thursday March 7rd, 2002, in B-205 (Bert Donaldson's condo)).

Minutes. (Note: Minutes of the February 7th meeting were mailed to owners about February 26th.)

Homeowners' Session.
1) Pool Problems. Mrs. Dowell, Mr. Marquez, and Mr. Ma asked questions about the pool. First, the pool has been dirty. (Secretary’s Note: This was looked into, and it turned out that the Calico Pool Service had stopped cleaning the pool. Pool Butler (company) was to begin as the new pool service on March 15th. After the meeting, Pool Butler was asked to begin about March 10th. ) There were rumors the pool would not be heated this year, but a Pool Committee member said it is heated during the months of Daylight Savings Time. Lastly, the spa was too hot. The response to this was that vandals had broken into the pool pump room and twiddled with and upset spa temperature settings. Other pool vandalism was reported, as in last month’s meeting. Broken glass near the pool, and ripped spa cover were reported. Cameras will be trained on the pool area to catch the culprits. Mrs. Dowell and Mr. Marquez were asked to join the Pool Committee, but they declined.
2) Reluctant Renters. Mrs Dowell reported that some renters think they’d be ignored at the monthly HOA Board meetings, and that’s why they don’t come to meetings. It was mentioned that half the Pool Committee is made up of renters, they’re on another committee, renters frequently come and speak in meetings, and their opinions are taken into account.
3) Trash Cans at Entrances. Someone wondered why there are no trash cans at the entrances for trash and cigarette butts. The answer was that there used to be large containers there, but people would dump their household trash/garbage in them, and they would overflow and attract ants. The same is true, but on a smaller scale, with cigarette ashtray-cans.

Financial Report:
1) Financial Summary: (taken from financial statements)

Payments During February 2002: (totaling $14,735):

Services (a grouping of the following usually-fixed-fee HOA service expenses: Trash, Janitors, Pool Service, Elevator, Pest Control, Gardening, Inspection, Gate Phone): $4476
Maintenance & Supplies (non﷓routine repairs & maintenance, and supplies): $708 Legal: $298
A mixture of increased cost of services, and paying two months bills in February, led to higher than expected payments in February. The HOA’s biggest bill, sewer and water, exceeded the previous all-time high of $3800. Water conservation methods were discussed.
2) Status of Delinquent Accounts. An A-Bldg condo estimated to be about $1900 delinquent has a lien on it. In the B-Building, some delinquent owners made payments, but one, roughly $1000 delinquent, had a lien placed on his condo. The status of other delinquencies was also discussed.
3) Work Authorizations. #809 was to fix a light fixture. A leak between A106 and A107 was worked on. A water heater repair was needed on A111 patio. Also, a water emergency in the B Building led to a damaged fence and a water outage, when a water shutoff was needed quickly. New access methods were discussed.

Old Business:
1) Garden Window repair to tighten some windows to the building was discussed again. Some of the repair tools were displayed, and the remaining two special parts are on order. It was noted that the repairs need to be done before any window caulking is done. It still hasn’t been decided what the costs will be or how they’ll be paid.
2) Painting of Exterior Wood was discussed again. Ms. Ivascu, Chair of the Architecture & Landscape Committee, discussed planning. A paint store rep will provide depictions and color chips so that they can be posted on bulletin boards for residents and owners to see. Tentatively, the wood siding will be painted a brownish gray color, eliminating the peach tinge it now has. People are urged to express their opinions now before final selections are made.

New Business:
Parking. A question about towing procedures led to a report that the state has passed legislation making it easier for illegally parked cars to be towed. It may now be possible to FAX in authorizations to tow.

Adjournment. The meeting was adjourned about 8:00pm to Executive Session.

Executive Session. A tenant submitted a statement that a prohibited pet had not been in his condo for some time, so some back fines were suspended.
