MINUTES OF VILLA MARBELLA MONTHLY H.O.A. MEETING OF OCTOBER 2, 2003
(The monthly meeting of the Villa Marbella Homeowners' Association Board of Directors was called to order about 7:10pm Thursday October 2nd, 2003, by Gabe Schmera, in A-306 (Brian & Emily Rothchild’s condo)).

Minutes. (Note: Minutes of the September 4, 2003, meeting were mailed to owners about September 26th.)
Insurance: Yvonne Atkins and Ann Varelia came to the meeting to represent the Dick Hess Insurance Agency, and to honor the Board’s request to discuss the HOA’s State Farm insurance policy. Ms. Atkins discussed the benefits of increasing the deductible.
Hearings: Some people involved in monetary penalties (fines for rule & CC&R violations) came to the meeting early and preferred to have the hearings in open session (vs. closed “Executive Session”). The Secretary said the previous month included the most serious crime he thought had ever happened on the property, when two residents or guests were in a serious altercation in the parking lot.
1) B-110, Various Violations. Mr & Mrs Bloom were present to discuss penalties, including noise related to the altercation. Mrs Bloom objected to HOA’s naming of the man who was taken by police from her condo after the altercation. Mr. Bloom said the incident would never have happened if the victim had just said he lived there. Some CC&R violations had been cited. (Mrs. Bloom (B-110) said she’d borrowed a copy of the CC&Rs from A-101, and she’d heard from A-101 that there was some noise on A-101’s end of the building.)
2) A-106, Various Violations. Although A-106’s violations were not related to the altercation, Mr. Boose, A-106 renter, said he’s friends with and visits Kristy Bloom in B-110. A-106’s damage, pet, and parking violations were discussed.
3) A-112, Pets. Mr. Chambers and Ms. Killen agreed that they have a dog over 20 pounds. They plan to discuss the gatherings of dogs in PetsMart’s parking lot with store personnel. Those dogs cause their dog to bark in response. (Board members later confirmed that there are often dogs in PetsMart parking lot.)
All the monetary penalties under consideration were approved by MOTION.
Financial Report:

2) Status of Delinquent Accounts. A lien is being placed on an A-Bldg condo which is now about $600 delinquent. Several units were about $200 delinquent.
New Business:
1) Pool Service Switched. A MOTION passed to replace Pool Butler with Debbie Griswold’s pool service. Ms. Griswold had been doing the HOA’s pool service in the mid-90s.
2) Asphalt Repair and installation of a new stop sign were approved by MOTION. Some asphalt had been dug up near the back planter box looking for a suspected leak that has kept some trees’ soil wet. Gardeners now believe that excess water from the planter box was flowing under the asphalt.
Continuing Activities:
1) Exterior Painting. Monroe and Sons has done quite a bit of the painting project, which is to repaint most HOA exteriors, except the stucco. Some of the siding boards now look like they should be replaced due to previous termite damage.
2) Intercoms. Proposals for new telephone entry systems for the buildings were discussed again. The differences, such as costs and warranties, should be laid out in a table.
Adjourn. The meeting was adjourned about 8:45pm.
