MINUTES OF VILLA MARBELLA MONTHLY H.O.A. MEETING OF JULY 11, 2002
(The monthly meeting of the Villa Marbella Homeowners' Association Board of Directors was called to order by Mr. Chuy Ma, Board President, about 7:05pm Thursday July 11th, 2002, in B-205 (Bert Donaldson's condo)).

Minutes. (Note: Minutes of the June 6th monthly meeting were mailed to owners about June 26th.)
Homeowners' Session.
1) Pool and Fountain. Some maintenance issues with the pool and fountain were raised. For example, the spa cover needs to be replaced.
2) Elevator Panel in A Building was open. Manager will report to the service company.
3) Cameras. The Spy and Security Store on Clairemont Mesa Boulevard was recommended as a place to get micro cameras to monitor places where damage has been occurring.
4) Leaf Blowers in the Parking Lot. There were some complaints that the landscape service (recently acquired by Aguilar Landscaping) has been blowing dirt onto cars. The Manager then advised them to blow leaves & dirt into the center of the driveways.
5) Lock Boxes on Vehicle Gate. The quantity of real estate agents’ lock boxes on the vehicle gate is an issue. Realtor and owner Carmen Fullbright helped get rid of them a few years ago, and her advice will be sought again.

Services (a grouping of the following usually-fixed-fee HOA service expenses: Trash, Janitors, Pool Service, Elevator, Pest Control, Gardening, Inspection, Gate Phone): $2953
2) Status of Delinquent Accounts. There were still no liens in place for delinquencies, but three condos with delinquencies ranging from about $400 to $600 are close to getting liens. Other delinquencies were discussed.
Old Business:
1) Exterior Painting. Lana Ivascu, head of the Architecture and Landscape Committee, went over the status and some issues about the upcoming painting project. The handful of responses to the color panels on display in the lobbies for the past few months, pointed to favoring the darker shade, ICI’s “Cinnamon Glaze”. The Manager said he’d help get the specifications for the painting ready for distribution to some painting contractors. There will be options cited in the bid requests. The contractors will be asked to itemize the cost for each option, and the HOA Board can pick and choose which to accept. There was a long discussion about having the painting contractor caulk windows, with some difference of opinion whether or not routine caulking would reduce water leaking in during rains.
2) Garden Window repair to improve the attachment of some windows to the building was demonstrated, since Bert Donaldson had completed the work on his window for demonstration purposes. One or two more windows may be worked on in that manner, before a decision is made on how to proceed with the dozen or so other condos that were previously identified as having sagging garden windows.
3) Work Authorizations #826-#831 were discussed. #826 was to replace noisy exhaust fans. #830 was to replace a missing fire extinguisher. #831 was to repair damage caused by an oversized Jeep in the parking lot. An unnumbered job was extermination of some bee-like insects that were nesting in and around B-301. The Manager said bees have a habit of returning to former habitats, because they sense bee odors, now commonly called pheromones.
New Business:
1) Dan Divine Resigned. Dan Divine, Treasurer, said he’s selling and moving away, and this would be his last meeting. Although the Board wanted him to delay resigning, his decision seemed to be final.
2) Reimbursement for Damages done by Cox Cable and Pac Bell contractors will be sought by the Manager. A cable installer was seen trying to pry open a recently repaired access door, and it seems that their procedure had been to pry the door open, even if it meant breaking the door. In another area, Pac Bell phone book deliverers had flung a door open so fast, it broke a wall.
Adjournment. The meeting was adjourned about 7:55pm.
