MINUTES OF VILLA MARBELLA MONTHLY H.O.A. MEETING
AUGUST 24, 2000

(The monthly meeting of the Villa Marbella Homeowners' Association Board of Directors began at 7:00pm Thursday August 24th, 2000, in B-205 ).


In Attendance:

Minutes. (Note: Minutes of the July 27th meeting were mailed to owners about August 26th .)

Homeowners' Session:
1) Mats At Entrances have been used too often to prop doors open. Some attempt to glue mats down will be made.

Financial Report:
1) Financial Summary: (taken from financial statements)
Money in Bank Accounts 6/30: $132,561
Money in Bank Accounts 7/31: $130,220
Decrease: $2,341

Payments During July: (totaling $15,422):
Admin & Legal: $997 Insurance: $837
Sewer & Water: $3044 Gas & Electric: $1950
Services (a grouping of the following fixed-fee HOA service expenses: Trash, Janitors, Pool Service, Elevator, Pest Control, Gardening, Inspection, Gate Phone): $3569
Maintenance & Supplies
(non-routine repairs & maintenance, and supplies): $1710
Audit & Tax Preparation: $750
Taxes: $750 Fumigation: $1450 Bank Charges: $365

2) Electricity Bills. There was a discussion about the electric bills again, but this time it was about why the HOA's bills did not go up much. It was conjectured that the HOA is billed under a program that cushions a jump in rates.

3) Status of Delinquent Accounts. Once again, the HOA currently has no liens placed for delinquent assessments, but three owners are between $300 and $500 delinquent. A lien is to be filed on one of them. The status of other delinquencies was discussed.

Old Business:

1) Fumigation Results. Some things have been asked of Terminex, such as written certification that they fumigated the wooden towers at the Midway end of the A-Building, and that they treated the buildings for subterranean termites. Until such certifications are received, the final check for the job is being held.

2) Post-Fumigation Inspection of railings, garden windows, siding and termite damage was discussed again. Our regular handymen will be asked if they can do the inspection. The Manager might have phone numbers of other inspectors.

3) Hard Floors. Another draft revision to the HOA's rule on noise was reviewed. Rewording was requested. Carpeting in 2nd & 3rd floor condos would be cited as a normal way to minimize noise.

4) Exclusive Use Common Areas and misuse of them primarily on the 1st floor was briefly discussed. A policy is being drafted.

5) Parking Lot Repairs & Seal was discussed again. Bids from contractors are coming in. There was a discussion about low cost options to maintain the parking lot.


New Business:

1) Tom Foolery Restaurant, a new restaurant in the Scandia Plaza, contacted the Manager about getting Cox Cable to extend the cable feed into the restaurant. There was a long discussion about potential problems with that proposal, and the owner will be asked to provide a detailed plan regarding how and where the cable would be routed.
2) Mailbox Painting. The brown paint has been coming off many of the boxes, possibly as a result of cleaning solutions. There was a discussion about how to paint them, and the Manager will look into that.
3) Paint On Condo Doors. Someone should go through the buildings and make a list of which condo doors are in need of repainting.
4) Pool Area Monitoring. Problems due to people violating rules in the pool area and other common areas were discussed. Owners and residents should be alerted that newly purchased surveillance equipment will be used for occasional video and audio monitoring of pool and other areas. People should be asked to keep the noise down and be respectful of other residents.

Adjournment. The meeting was adjourned to Executive Session about 8:00pm.

Executive Session. A monetary penalty was approved regarding a disturbance at the pool. If the pool noise can be recorded from inside a condo, it can be considered too loud.
