Minutes of Meeting of July 2003


MINUTES OF VILLA MARBELLA MONTHLY H.O.A. MEETING OF JULY 3, 2003

(The monthly meeting of the Villa Marbella Homeowners' Association Board of Directors began about 7:00pm Thursday July 3rd, 2003, in B-205 (Bert Donaldson's condo)).

Minutes. (Note: Minutes of the June 5, 2003, meeting were mailed to owners about June 26th.)
Homeowners’ Session:
Noise and Vandalism complaints were discussed at length. The Manager noted that vandalism repair costs have gone up significantly recently. (Related topics are “Towing”, “Doors”, and “Cameras”.)

Financial Report:
1) Financial Summary: (taken from financial statements)
Money in Bank Accounts 5/31: $170,241
Money in Bank Accounts 6/30: $170,253
Increase: $12
Payments During June 2003: (totaling $15,654):
Administration: $900 Insurance: $1180
Water & Sewer: $3379 Gas & Electricity: $2424
Services (a grouping of the following usually-fixed-fee HOA service expenses: Trash, Janitors, Pool Service, Elevator, Pest Control, Gardening, Inspection, Gate Phone): $3687
Maintenance & Supplies (non-routine repairs & maintenance, and supplies): $3804 Elevator Permits $280
The Manager handed out detailed Financial Summaries (which were later posted on bulletin boards).
2) Status of Delinquent Accounts. One lien remained in place on an A-Building condo, which was about $900 delinquent. Another delinquency was paid up and the lien process was stopped. Other delinquencies were discussed.
3) 2004 Budget and Reserve Study plans were briefly discussed. A draft budget was requested.

Continuing Activities:
1) Exterior Painting. Proposals from three companies were distributed and discussed at length. The “basic” work that the companies bid on was primarily painting the wood siding, fences, and railings facing the parking lot. Other items such as pool fences, vehicle gate, and light towers were also in the basic part of the job. The companies also provided costs to do additional work as options. Options included painting wood on the backs of the buildings facing PetsMart or Ross, painting the carport roof structures, caulking the garden windows, and painting the buildings’ stucco. In the end a MOTION passed accepting the proposal of Monroe & Sons with all options except stucco painting for about $18,300.
2) Awnings will be removed soon, and replaced after the painting is done.
3) Towing. The agreement with Western Towing was discussed. Related activities (to facilitate towing of unattended cars in the fire lanes) were discussed. Bids for re-striping the red fire lane markings were discussed. (Re-striping was done about July 9th.) Numbered vehicle parking decals will be ordered.
4) Intercoms. A $5500 proposal for telephone entry systems for the buildings seemed too high. More bids will be sought. Complaints about lack of intercom service were mentioned.
5) U.S. Mail Boxes are to be ordered for lobbies.

New Business:
1) Entry Doors. There was a discussion about getting single doors to replace the main entry double doors, due to difficulty in keeping the double doors shut. Bids will be sought.
2) Surveillance Camera operations and their place-ment were discussed, prompted by recent incidents of vandalism. The Manager offered to get signs to warn that premises are under surveillance.
3) Sylvia Lang Resigns. Brian Rothchild Appoint-ed. Sylvia Lang (who had been on the Board since April 2001) submitted a letter of resignation. The Board accepted it with regrets by MOTION. Brian Rothchild was appointed to the Board as Treasurer by MOTION.

Executive Session. Monthly monetary penalties of $50 were approved by MOTION regarding a dog that is over 20 pounds.
The meeting was concluded about 8:45pm.
