VILLA MARBELLA H.O.A. MEETING
JANUARY 20, 2000

(The monthly meeting of the Villa Marbella Homeowners' Association Board of Directors was called to order by Beverly Powers at 7:00pm Thursday January 20, 2000, in B-205 (Bert Donaldson's' unit) ).

Minutes. (Note: Minutes of the December 16th meeting were mailed to owners about January 27th.).

Homeowners Session:
1) Smoking In the Halls. Complaints about smoking in the halls were heard. The manager will notify the owners of violators' condos.
2) Water Fluctuates Between Hot & Cold. Reports of uncontrollable water temperature out of some fixtures were mentioned. HOA can inspect to verify the problems, and see if they're due to defective fixtures. There was divided opinion whether or not temperature fluctuations could be due to the hot water circulation pumps being off (they've been off for years to reduce pipe leaks). Accepting another suggestion, the Board requests people minimize use of hot water (e.g., clothes & dish washers) between 6am-8am.
3) Fence Repair (Work Authorization #722). There was discussion about fence repairs near B-101 and B102, and how much of the work can be associated with owners' responsibility to repair their gates.
4) Wallpaper Repair. Relying on a 2-year-old open work authorization, a proposal to repair ripped wallpaper in the B-Bldg was accepted. Warren Riley will remove & replace ripped wallpaper using wallpaper from a wall to be painted.

Financial Report:
1) Financial Summary: (taken from financial handouts)
Money in Bank Accounts 11/30: $122,703

Payments During December (totaling $11,031):
Admin: $935 Insurance: $839
Sewer & Water: $3627 Gas & Electric: $1793
Services (a grouping of the following fixed-fee HOA service expenses: Trash, Janitors, Pool Service, Elevator, Pest Control, Gardening, Inspection, Gate Phone): $3192
Maintenance & Supplies (non-routine repairs & maintenance, and supplies): $288
Taxes (Federal): $357

Various items on the financial statements were discussed, including how to reduce the water bill, which averaged $43 per condo in December alone.
2) Status of Delinquent Accounts. A B-Bldg condo which was about $1400 delinquent paid that amount. A court order was obtained to collect delinquent payments from one former owner, and collection success was discussed. Another A-Bldg owner, about $400 delinquent, will be sent papers starting the foreclosure process.
3) Old Charges. There was a discussion about why 3 old unpaid charges for monetary penalties are on the Delinquent Account list. The manager was asked to keep pursuing collection due to the seriousness of the past violations. After asking the Manager if he was willing to take the matters to court, it was estimated that the amounts due are less than court costs and other costs to collect through the courts. A goal is to collect when the owners try to sell or refinance.
4) Annual Audit was approved by MOTION. Greg Villard, who has done the HOA audit for several years will do it again for $750.
5) Authorizations Since December Meeting. Work authorizations #721-#723 were mentioned. #723, which is to repair a loose railing in the A-Bldg, is to be charged to the applicable owner.
6) Leaks From Roof Drains in two places in the B-Building were discussed. Several attempts to seal the leaks were done from below the drains, and an effort to seal the leaks from above (from the roof) was just done.

Old Business:
1) Termite Fumigation. Several issues about the fumigation, scheduled for July 17-19, were discussed. Based on previous motions, it was agreed to send out the 1st monetary penalties (fines) about March 1st for failure to provide keys and sign forms. (NOTE: Manager plans to send some penalty notices with these Minutes.) The Manager planned to sit in the B-Bldg on February 17th and 19th to collect keys and forms. (NOTE: Information about the mandatory evacuation of the buildings has been distributed, and it remains available on the bulletin boards.)
2) Carpet Cleaning Bids were received from two of the five companies solicited, however the previous cleaner, Distinctive, was not one of them. One qualified bidder was 30% less than the other. (NOTE: Contract went to Coit Carpets after verification of equipment and method of cleaning.)

Adjournment. The meeting adjourned about 9:00pm.

NOTE: Owners and residents are encouraged to attend meetings. The next meeting was Thursday February 17th. Upcoming meetings are 7pm Thursday March 23rd in B-205, 10am Saturday April 22nd for the Annual Meeting at the Sizzler Restaurant, and Thursday May 18th in B-306.
