MINUTES VILLA MARBELLA H.O.A. MEETING
DECEMBER 16, 1999
(The monthly meeting of the Villa Marbella Homeowners' Association Board of Directors was called to order by Beverly Powers at 7:00pm Thursday December 16, 1999, in B-205 (Bert Donaldson's' unit) ).

Minutes. (Note: Minutes of the November 22nd meeting were mailed to owners about December 27th.).
Homeowners Session:
1) Stairs Cleaning. Dead bugs have been seen on stairwells, evidence that the stairs should be swept more often. The Manager will look into that.
Financial Report:
1) Financial Summary: (taken from financial handouts)

Various items on the financial statements were discussed, including $234 for intercom repairs.
2) Status of Delinquent Accounts. Foreclosure proceedings are being restarted on a B-Bldg condo which is about $1300 delinquent. A court order was obtained to collect delinquent payments from one former owner, and collection procedures were discussed. Another B-Bldg owner, about $300 delinquent, will be sent papers starting the foreclosure process.
Old Business:
1) Garden Window Repair Plans were discussed again. A contractor's diagram was handed out. The windows get loose when the outer wood ages. Suggestions ranged from the HOA paying for all window repairs, estimated at $25,000, to discussing the matter at the April Annual Meeting.
2) Termite Fumigation. Several issues about the fumigation, scheduled for July 17-19, were discussed. Negotiations with Terminex were successful, except guard service will be an extra $2000. A MOTION passed approving the extra $2000 for guards. Terminex agreed to cover costs of any damages to the roof, windows and awnings. Plans to get residents and possibly owners to sign the information forms were discussed. Keys for all condos must be obtained. Two related MOTIONS passed, both of which were named temporary rules, violations of which could subject owners to fines: (a) Owners, residents, and guests must cooperate with all procedures called for to complete the fumigation, including providing keys and leaving the premises. Owners will be responsible for any additional costs incurred by the HOA or by other owners due to non-cooperation related to fumigation. (b) All residents must sign the fumigation notice & disclosure forms.
3) Carpet Cleaning Bids are still to be solicited using a schedule for cleaning that was used by former cleaners.
4) Video Surveillance Cameras were discussed again. The desire for some special features on new cameras was mentioned. (Note: Additional camera purchase was previously approved.)
New Business.
1) Drain Cleaning. A 1st floor owner requested reimbursement for getting his kitchen drain unplugged. A MOTION by Bert Donaldson approved the reimburse-ment. Concern was expressed about the cost, and that it may really be the owner's responsibility. After referring to the July 1998 minutes about the same topic, another MOTION passed: (a) an HOA-approved plumber must be used, initially either South Bay Router or Baird's Drain Cleaning, and (b) the plumber must estimate on the bill/receipt how far down the pipe the blockage was, before further such reimbursements will be made.
2) Parking Committee. 2nd Vice President Chuy Ma was named chairman of the Parking Committee by MOTION. He asked what the job entailed and was advised that he has much leeway in choosing how to perform the duty.
3) Annual Meeting. Initial planning was discussed for the Annual Meeting in April. The Sizzler will be reserved again. Lunches for owners, or representatives, will probably be paid out of the deposit to Sizzler.
Adjournment. The meeting adjourned about 8:30pm. A "last meeting of the millennium" picture was taken.

NOTE: Owners and residents are encouraged to attend meetings. The next meeting was Thursday January 20th. Upcoming meetings are 7pm Thursday February 17th in B205, 7pm Thursday March 23rd in B-205, and 10am Saturday April 22nd for the Annual Meeting at the Sizzler Restaurant.
