MINUTES OF VILLA MARBELLA MONTHLY H.O.A. MEETING OF SEPTEMBER 4, 2003

(The monthly meeting of the Villa Marbella Homeowners' Association Board of Directors was called to order about 7:00pm Thursday September 4th, 2003, by Lana Ivascu, in B-205 (Bert Donaldson's condo)).

Minutes. (Note: Minutes of the August 7, 2003, meeting were mailed to owners about August 26th.)

Homeowners’ Session:
1) Pool and Spa issues were mentioned, such as water too cold in pool, and the cost of spa covers.
2) Trees. Some trees on the property need trimming.
3) Fence. Mr. Liao discussed the circumstances surrounding some fence damage.

Financial Report:
1) Financial Summary: (taken from financial statements)
Money in Bank Accounts 7/31: $177,287
Money in Bank Accounts 8/31: $170,088
Decrease: $7,199
Payments During August 2003: (totaling $19,069):
Administration: $1221 Insurance: $1561
Water & Sewer: $2582 Gas & Electricity: $2887
Services (a grouping of the following usually-fixed-fee HOA service expenses: Trash, Janitors, Pool Service, Elevator, Pest Control, Gardening, Inspection, Gate Phone): $5074
Maintenance & Supplies (non-routine repairs & maintenance, and supplies): $1546 Legal: $188
Painting Down Payment: $3660 Mailboxes: $350
Services costs exceeded $5000 because two months’ trash service was paid, and other service costs increased.
2) Status of Delinquent Accounts. No liens were in place. Four units were over $200 delinquent. Other delinquencies were discussed.
3) Monthly Dues (Fees) Increase and 2004 Budget. The draft 2004 budget was reviewed. Most budget categories were increased by 3% for inflation over the projected 2003 end-of-year totals. There were only minor revisions requested. The Budget & Finance Committee’s review resulted in recommen-dations to save money, including raising fees for extra parking, and reducing heating of the pool and spa. In order to balance the budget, an increase in monthly fees by over 5% was recommended. However, after remembering an old plan of the Board (November 2000) to issue special assessments for vandalism, the Board settled on a 5% increase ($8) per month. In the end a MOTION passed to (a) increase the dues from $167 to $175 per month effective January 1, 2004, and (b) issue a special assessment of about $20 per condo early in 2004 to cover the vandalism costs of 2003. The reason for the special assessment was discussed – it is to alert owners that vandalism is a problem that deserves more attention.

4) Insurance Coverage will be discussed more at the October meeting when a representative of Dick Hess Insurance Agency is to be present.

Continuing Activities:
1) Exterior Painting. Monroe and Sons is now under contract to perform the painting. Dunn Edwards paint samples were examined, and “Congo” #DE 3208, a dark tan color, was chosen for the wood siding. The blue trim color needs to be identified. The stucco will merely be washed down. Several other details were discussed. The manager was asked to get the awnings down, using Stark Manufacturing (reference: January 2003 minutes). A MOTION passed to allow the manager to get a temporary cheap storage container if a suitable one can be obtained. (Secretary’s Note: Monroe & Sons, 760-546-0991, posted notices that work would start Monday September 15th. Cleaning and wood preparation began then.)
2) Garden Window Repairs should be finished before the painting; at least that was the request of a couple Board members.
3) Intercoms. Proposals for new telephone entry systems for the buildings were discussed. There are some ambiguities in the proposals that need to be answered.

Adjourn. The meeting was adjourned about 8:45pm.
