MINUTES OF VILLA MARBELLA MONTHLY H.O.A. MEETING
SEPTEMBER 21, 2000

(The monthly meeting of the Villa Marbella Homeowners' Association Board of Directors was called to order by Beverly Powers at 7:00pm Thursday September 21ST, 2000, in B-306 (Beverly Powers' condo)).

Minutes. (Note: Minutes of the August 24th meeting were mailed to owners about September 26th .)

Financial Report:
1) Financial Summary: (taken from financial statements)
Money in Bank Accounts 7/31: $130,220
Money in Bank Accounts 8/31: $136,019
Increase: $5,799
Payments During August: (totaling $12,543):
Administration: $920 Insurance: $837
Sewer & Water: $2779 Gas & Electric: $2785
Services (a grouping of the following fixed-fee HOA service expenses: Trash, Janitors, Pool Service, Elevator, Pest Control, Gardening, Inspection, Gate Phone): $3348
Maintenance & Supplies
(non-routine repairs & maintenance, and supplies): $1221
Fumigation: $653

2) Rebates, primarily from SDG&E, accounted for about $5700 income in August, and the rebates raised the bank balance.

3) Electricity Bills. The long rumored jump in electric bills occurred in August. A $5400 rebate offset the increase.

4) Status of Delinquent Accounts. Once again, the HOA currently has no liens placed for delinquent assessments, but four owners are between $300 and $700 delinquent. Liens will be filed on three or four of them. The status of other delinquencies was discussed.

5) Budget and Reserve Study should be prepared and approved at the next meeting. There was discussion about year-to-date income and expenses, and that monthly fees may need to be raised.


Old Business:

1) Fumigation Concerns - Termite Sightings. The remaining large payment to Terminex of about $29,000 was held up over concerns about termite sightings. Some dead termites were found in a 3rd floor condo in the A-Building, and one or two outside areas. Terminex is going to inspect and possibly treat the condo. Terminex cleared another matter up by providing certification that the wooden towers outside the Midway entrance to the A-Bldg were treated, and they certified that they treated the buildings for subterranean termites. The Manager was told to send the payment to Terminex.

2) Mailbox Painting and Post-Fumigation Inspection of railings, garden windows, siding and termite damage were discussed again. Both jobs can be done by handyman Ron Stachiowitz when he returns from another job.

3) Rule Change: Noise from Hard Floors. "Floors and ceilings" were added by MOTION to HOA Rule 10, which now reads in part, "Noise is prohibited. .. This includes ... excessive sounds through the walls, floors and ceilings." Then the Board passed a MOTION that "It is strongly recommended that 2nd and 3rd floor condos have carpeting for floor covering in main floor areas, as opposed to hard surfaced flooring."

4) Authorizations Since August Meeting. Work orders #744 through #749 were reviewed.

5) Parking Lot Repairs & Seal was discussed again. Bids from contractors came in, and were negotiated to avoid removal and replacement of asphalt. Angus, Aztec and Southern CA Paving bids were comparable, and the low one was about $2200. HOA people would fill cracks prior to the contractor sealing it. A MOTION passed to accept the low bid.


New Business:

1) Water Back-Flow Valves. The Manager reported that Villa Marbella HOA has been instructed by City water department personnel to install back-flow valves on the water feeds to the HOA. The valves have been a long-time requirement, but only within the past few years has there been much enforcement. The valves would be put on pipes brought out of the ground at least 12-inches. Conveniently the water feeds run under the planter bed by the driveway, so that is where the valves will probably go. The plants there would be dug up and replanting would be done when the job is done. A protective cage may cover the valves. Bids already provided by two contractors are about $3000. Water will be off for at least 8 hours for both buildings when the valves are installed, and the six valves by the water heaters must also be off then. A MOTION passed to proceed, with the Manager selecting the contractor he recommended, unless the bid recommended is over $500 more than the lowest bid.

Adjournment. The meeting was adjourned at 8:20.
