Minutes of Meeting of January 2004


MINUTES OF VILLA MARBELLA MONTHLY H.O.A. MEETING OF JANUARY 9, 2004

(The monthly meeting of the Villa Marbella Homeowners' Association Board of Directors was called to order about 7:00pm Friday January 9th, 2004, by Gabe Schmera, in A-211 (Lana Ivascu’s condo)).

Minutes. (Note: Minutes of the December 6, 2003, meeting were mailed to owners about December 29th.)

Homeowners Session:
1) Theft. A box with valuables was reported stolen from in front of a 3rd floor condo door. More surveillance to catch the culprit was recommended.
2) Parking Violations. Problems with vehicles parking in other people’s spaces were discussed.

Financial Report:
1) Financial Summary: (taken from financial statements)
Money in Bank Accounts 11/30: $158,158*
Money in Bank Accounts 12/31: $156,082*
Decrease: $2,076

Payments During Dec 2003: (totaling $16,399):
Administration: $999 Insurance: $1339
Water & Sewer: $2605 Gas & Electricity: $2425
Services (a grouping of the following usually-fixed-fee HOA service expenses: Trash, Janitors, Pool Service, Elevator, Pest Control, Gardening, Inspection, Gate Phone): $4923
Maintenance & Supplies (non-routine repairs & maintenance, and supplies): $3935 Taxes $173
Repair of damaged metal trash chute doors in the 2nd and 3rd floor trash chute areas cost $780.
2) Status of Delinquent Accounts. A lien is on an A-Bldg condo which is now about $1000 delinquent. Seven other units, with delinquencies from about $200 to about $500 are to be notified about potential liens by the association’s attorney service with the pay or lien letters. The lien process was discussed.
3) Work Authorizations #880-#884 were discussed, including #883 for another timer in the pool pump room to inactivate the spa jets after 10pm.

Continuing Activities:
1) Exterior Wood Work. Regarding last month’s motion to replace siding boards with old termite damage, Ron Stachewicz will be asked to do that work. He has had a bad case of flu lately.
2) Annual Meeting. There was a discussion and MOTION approving arrangements for the Annual Meeting. Saturday April 17th was selected. The draft proxy form was reviewed, and it will be the same form as last year. The form should be sent with these minutes. There was a discussion about who would be candidates.

3) Telephone Entry System. Better instructions for the new telephone entry system should be posted. The telephone entry systems were installed at the two main entrances on December 12th. The intercom boxes in each condo are now completely inoperative, and owners can remove them, if they choose. Owners and residents may provide updated name and phone number information to the Manager, Dan Little, at “dglittle@littleandsons.com”, or mail it to Little & Sons Property Management, 411 Camino del Rio, South, Suite 201, San Diego CA 92108. A “Rule Receipt Certification” form, which serves as a registration form, must be completed for first-time entries and new residents.

New Business:
1) New Board Member. Brian Rothchild, the HOA’s Treasurer, had submitted a resignation. He has moved away from Villa Marbella. Peter Thung, a relatively new owner, who works for the Navy, was recommended to fill the vacancy. A MOTION passed accepting Brian Rothchild’s resignation, and appointing Peter Thung to the Board as Treasurer. There was a discussion about Treasurer duties.
2) Team Commandments, philosophies to be used in conducting business, were adopted by MOTION after a discussion that owners, managers, and the Board should work together to solve problems. In addition to other procedures adopted before, Board meetings and HOA activities will use them as a guide, and they’ll be posted.
3) Doors. A fire door between the A-Building’s 1st floor hallway and the elevator/lobby area needs to be repaired. Proposals for new main entry doors were also discussed.

Adjourn. The meeting was adjourned about 8:00pm.
