MINUTES OF VILLA MARBELLA MONTHLY H.O.A. MEETING OF DECEMBER 13, 2001
(The monthly meeting of the Villa Marbella Homeowners' Association Board of Directors was called to order by Gabe Schmera at 7:15pm Thursday December 13th, 2001, in B-205 (Bert Donaldson's condo)).

Minutes. (Note: Minutes of the November 8th meeting were mailed to owners about December 26th.)
Homeowners' Session.
1) Light Out. Some lights are out on the outside of the buildings. These will be replaced or fixed.
2) Vehicle Gate Not Shutting. The vehicle gate has not been shutting at night as it should. It was reported that the problem is intermittent and the gate will be observed for a few days to see if the problem continues.
3) Door Doesn't Lock. The B-Building main entry door doesn't always latch shut. The door will be repaired.
Financial Report:
1) Financial Summary: (taken from financial statements)
Money in Bank Accounts 10/31: $121,619
Money in Bank Accounts 11/30: $123,358
Increase: $1,739
Payments During November 2001: (totaling $13,121):
Administration: $900 Insurance: $926
Sewer & Water: $3207 Gas & Electricity $1834
Services (a grouping of the following fixed fee HOA service expenses: Trash, Janitors, Pool Service, Elevator, Pest Control, Gardening, Inspection, Gate Phone): $4410
Maintenance & Supplies (nonroutine repairs & maintenance, and supplies): $1609 Pool Permit $235
There were higher than usual payments to three of the HOA service companies in November.
2) Status of Delinquent Accounts. An A-Bldg condo about $1400 delinquent has a lien on it, but payments are to be made soon. In the B-Building, a condo that is about $900 delinquent has a lien on it. A MOTION passed reiterating an old policy to obtain a credit application and credit report before entering into delinquency repayment plans. The status of other delinquencies was reviewed. Possible actions were discussed, including Small Claims Court, regarding three condos that are delinquent on payments regarding serious rule violations. A MOTION passed emphasizing the Board's desire to see extra parking privileges rescinded, per the HOA Rules, after it was reported that one of the delinquent condos has extra parking.
3) Work Authorizations #805 and #806 were discussed. #805 concerned an intermittent leak into the B-Building first floor hallway ceiling. It was reportedly traced to a leaky 2nd floor bathroom bathtub. #806 was to repair or replace a damaged entry lock on the back end of the B-Building.
Old Business:
1) Garden Windows were discussed again. Re-garding tightening several windows that are sagging away from the building, Bert Donaldson said he got tools for the job, but still needs special bolts. A MOTION passed authorizing purchase of unusual parts to make the attachments.
2) Lock Box Replacement. The lock box that was torn off the B-Building entrance needs to be replaced by the HOA, even though it is the "mailman's box." So, the Manager will try to get one from Grah Safe & Lock company.
New Business:
1) Building Keys. The need for more common area building keys was discussed. A MOTION passed to buy more keys.
Adjournment. The meeting was adjourned to Executive Session about 7:50pm.
Executive Session. A monetary penalty was approved regarding noise from a condo. Pool service was considered.
