Minutes of Meeting of June 2003


MINUTES OF VILLA MARBELLA MONTHLY H.O.A. MEETING OF JUNE 5, 2003

(The monthly meeting of the Villa Marbella Homeowners' Association Board of Directors began about 7:00pm Thursday June 5th, 2003, in A-211 (Lana Ivascu's condo)).

Minutes. (Note: Minutes of the May 8, 2003, Annual meeting were mailed to owners about June 26th.)

Homeowners’ Session:
1) Noise. There were complaints of noise from various sources. People were asked to submit complaints every time the noise occurs so that owners of offending condos can be sent appropriate notices.
2) Dogs’ droppings have been left on the ground at the end of the A-Building. Letters of violation need to be sent to responsible owners.
3) Fence at the end of the A-Building is now very sturdy, and should withstand vandalism attacks such as those that damaged it within the past year.

Financial Report:
1) Financial Summary: (taken from financial statements)
Money in Bank Accounts 4/30: $166,335
Money in Bank Accounts 5/31: $170,241
Increase: $3,906
Payments During May 2003: (totaling $12,310):
Administration: $900 Insurance: $1180
Water & Sewer: $3641 Gas & Electricity: $2524
Services (a grouping of the following usually-fixed-fee HOA service expenses: Trash, Janitors, Pool Service, Elevator, Pest Control, Gardening, Inspection, Gate Phone): $3149
Maintenance & Supplies (non-routine repairs & maintenance, and supplies): $916
Water and sewer rates continue to go up. .
2) Status of Delinquent Accounts. Two liens are believed to be in place on A-Building condos; one is about $800 delinquent and the other is about $600 delinquent. Extra parking was revoked for another A-Building condo which is about $500 delinquent, and paperwork was sent to the attorney for the collection and lien process. Other delinquencies were discussed.

Continuing Activities:
1) Work Authorizations #842-#866 for the past few months were reviewed. An unusually large percentage of them were to repair vandalism and unwarranted damage caused by residents. Vandalism repairs included #847 for hallway ceiling repairs, #852 for screens, #855 for fence repairs, and #864 for a broken stairs door. Repairs of avoidable damage included #848 for a fire extinguisher, #849, #860 & #863 for fence repairs, and #861 for broken glass in an entry door. #856 was an expensive replacement of elevator ceiling plastic required by state inspectors. #858 was to replace some fountain tiles. #862 & #866 were to repair & reinforce the pedestrian gate at the property entrance. Six other work authorizations dealt with hall & entry door repairs deemed to be normal wear & tear. Three other jobs related to leaky common area drain pipes.
2) Exterior Painting. Bids had apparently not gone to most prospective contractors, but all contractors will be contacted in the next few days to ensure they have received the solicitation information. Lana Ivascu urged that a decision be made regarding painting contractor at the July meeting. The manager said painting could be done within a month after that. Asked about the color, Ms. Ivascu said a sample of the previously-chosen “Cinnamon Glaze” should be painted on a building somewhere, to see how it looks next to the stucco.
3) Awnings over main entrances will be replaced after the painting is done. A sample of the proposed dark blue material was passed around.
4) Increased Towing agreement was signed with Western Towing. White “Villa Marbella” parking decals will be ordered. Options for re-painting the red fire lane stripes were discussed.
5) Surveillance Cameras that the HOA owns were discussed. New places to put them were discussed. Signs advising people of surveillance can be put up.
6) Outgoing Mailboxes can be ordered in the silver color, with “U.S. Mail” on them.

New Business:
Fence Heightening. A108 gave permission to heighten some of the fence next to his condo.

Adjournment. The meeting was concluded about 8:10pm.
