MINUTES VILLA MARBELLA H.O.A. MEETING
AUGUST 19, 1999
(The monthly meeting of the Villa Marbella Homeowners' Association Board of Directors was called to order by Chuy Ma at 7:00pm Thursday August 19, 1999, in B-205 (Bert Donaldson's' unit) ).

Minutes. (Note: Minutes of the July 29th meeting were mailed to owners about August 26th.)
Special Topic: Fumigation was discussed for about an hour. Jim Saltsman from Castle Termite exterminators described the fumigation process and answered many questions from many people in attendance. (NOTE: Fumigation information and a questionnaire were sent with last month's minutes. If you did not receive it, contact Little & Sons at once.)
Homeowners' Session:
1) Garden Windows repairs were discussed. The HOA got a contractor to repair Dan Divine's window mounting. The contractor examined and repaired the wood which holds the window in place. He is to provide an estimate for repairing all the loose garden windows. Without his report, It's still uncertain exactly what is causing the windows to loosen.
2) Pool Gate slams shut due to defective hydraulic closure, and it needs to be repaired.
3) Spa Resurfacing is another job that needs to be done. The pool service provided a written estimate of $1400. Dan Little thinks there was a bid for $1100.
4) Terminex which acquired the monthly pest control service formerly done by Commercial of California, does not seem to be coming around to do pest control regularly.

Financial Report:
1) Financial Summary: (taken from financial handouts)
Money in Bank Accounts 6/30: $133,702
Money in Bank Accounts 7/31: $134,308
Increase: $606
Payments During July (totaling $11,575):
Admin: $900 Insurance: $839
Sewer & Water: $3290 Gas & Electric: $2030
Services (a grouping of the following fixed-fee HOA service expenses: Trash, Janitors, Pool Service, Elevator, Pest Control, Gardening, Inspection, Gate Phone): $3120
Maintenance & Supplies (non-routine repairs & maintenance, and supplies): $1396
2) Status of Delinquent Accounts. Two liens were still in place, one on an A-Bldg condo and one on a B-Bldg condo. The owners of both condos were about $1100 and $1500 delinquent, respectively.
3) Account Relocations. A CD was closed at Washington Mutual and a cash management account was opened at Merrill Lynch. Merrill Lynch's interest is higher so it's expected that the HOA will get over $1000 a year advantage at Merrill Lynch. There was discussion about how account decisions would be made. The Merrill Lynch account manager for the HOA's account is David Lynn. The funds are in an insured homeowners association account which will be invested in CDs or money market. Regarding decisions on account "adjustments", a MOTION passed to authorize account transactions when Dan Little and Dan Divine both agree with the account manager's recommendations.
An account at Western Financial should be closed and the money moved to Merrill Lynch also.
4) Operating Account Relocation. Dan Little asked that the operating checking account be moved from Wells Fargo to Bank of Commerce. Bank of Commerce offers more convenience for banking. MOTION passed authorizing movement of the checking account to Bank of Commerce.

Old Business:
1) Authorizations Since May Meeting. Work order authorizations #700 to #707 were reviewed. A hot water heater was replaced behind A-111, and a bill of about $3,000 is expected.
2) Attorney on Retainer. There was more discussion about authorizing $500 for one year retainer of Anderson & Kriger attorneys. This would allow unlimited telephone consultation, and reduced rates, among other things. Eventually a MOTION passed authorizing the $500 retainer agreement. They'll bill the HOA quarterly.
3) HOA Insurance. Again it was suggested to get State Farm and Farmers' agents to come to a meeting to try to explain their policies. Farmers has offered a lower rate.

Adjournment. The meeting adjourned about 9:15pm.
