MINUTES OF VILLA MARBELLA MONTHLY H.O.A. MEETING OCTOBER 11, 2001

(The monthly meeting of the Villa Marbella Homeowners' Association Board of Directors was called to order by Sylvia Lang at 7:00pm Thursday October 11th, 2001, in B-205 (Bert Donaldson's' condo)).

Minutes. (Note: Minutes of the September 13th meeting were mailed to owners about October 26th.)

Homeowners' Session.
1) Birds Nesting; Droppings on Patio. Birds, probably pigeons, have been nesting outside a 3rd floor condo in the A-Building. The birds' droppings have been falling on a 1st floor patio. The 1st floor condo's owner would like the droppings stopped. The Manager said he'd take action.

Financial Report:
1) Financial Summary: (taken from financial statements)
Money in Bank Accounts 8/31: $119,446
Money in Bank Accounts 9/30: $121,877
Increase: $2,431

Payments During September 2001: (totaling $13,014):
Administration: $1050 Insurance: $926
Sewer & Water: $2660 Gas & Electricity $1891
Services (a grouping of the following fixed fee HOA service expenses: Trash, Janitors, Pool Service, Elevator, Pest Control, Gardening, Inspection, Gate Phone): $2856
Maintenance & Supplies (non﷓routine repairs & maintenance, and supplies): $3151 Taxes $480
2) Status of Delinquent Accounts. An A-Bldg condo about $1000 delinquent has a lien on it. Some delinquencies in the B-Building were paid up, but one that is about $700 delinquent just had a lien filed on it. The status of other delinquencies was discussed.
3) Increase in HOA Dues and 2002 Budget. The HOA's Budget for calendar year 2002 and a $7 a month fee increase (to $162/month) were approved by MOTION. But, not before a long discussion took place. The Budget & Finance Committee members had reviewed the draft budget. Committee member Paul Klahn had no particular objection to the budget, but would like more details about HOA expenses. Manager Dan Little offered to sit down with the Committee and go over each item in detail. Several options regarding an increase in HOA monthly fees were discussed, including raising the monthly fees (also called dues) by $10, and putting $5 aside each month for a possible refund. Uncertainty over the cost of gas and electricity in 2002 was a big concern. In the end, a $7 increase was approved, in part because that is just under the CC&Rs' cited limit of 5% increase. The increase will take effect on January 1st.
(Note: The 2002 Budget, a Notice of Increase in Monthly Dues, Insurance Notification, Policy regarding Collection of Delinquent Assessments, and a Summary of Alternative Dispute Resolution were mailed to all owners on November 15th. )
4) Work Authorizations #800 through #803 were reviewed. #800 was to repair a vandalized meter room door by B-108.

Old Business:
1) Garden Windows were discussed again. Efforts continue to get repairs done to the last window with a loose bottom board.
Regarding tightening up the several windows that are sagging away from the building, Bert Donaldson said he still needs to get tools and parts to make the attachments.
2) Lockbox On B-Building, which was torn off a few months ago, is the postman's lockbox. It should be replaced.
3) Plastic Patch Outside B-109. A hole in the hallway wall will be repaired and the owner of B-109 will be billed.
4) Carpet Cleaning. One-time hallway carpet cleaning job order was given to King Sweep Carpet Cleaning. The previous contractor had not been cleaning regularly. The Manager will get bids for an annual contract.

New Business:
1) Pool Service. An offer to provide a lower cost pool service was heard. There was discussion of getting other bids.
2) Meeting Dates. After a lively discussion, everyone agreed to hold the monthly meetings on the first Thursday of every month. There may be exceptions.

Adjournment. The meeting was adjourned to Executive Session about 8:15pm.

Executive Session. Monetary penalties were approved in cases involving a pet snake, damage to HOA property, and noise.
