Minutes of Meeting of June 2002



MINUTES OF VILLA MARBELLA MONTHLY H.O.A. MEETING OF JUNE 6, 2002

(The monthly meeting of the Villa Marbella Homeowners' Association Board of Directors was called to order by Vice President Gabe Schmera about 7:05pm Thursday June 6th, 2002, in B-205 (Bert Donaldson's condo)).

Minutes. (Note: Minutes of the May 9th monthly meeting were mailed to owners about May 26th.)

Homeowners' Session.
1) Plumbing Problem. A drain for A111 backed up again. As covered in the February meeting, a major effort was made early in the year to clean out that drain. As reported in last month’s minutes, the water heater there had to be replaced in April. The Manager asked for reports of water usage from A211 and A311, in an effort to figure out why the drain is backing up. There was some question regarding other condos which may be sharing the same common area drains. Sylvia Lang reported success in solving a troublesome drain problem by using Russell Plumbing and their video camera which they snaked through her drain.
2) Mailbox for Outgoing Mail. People reported that their outgoing mail was removed from an open outgoing mailbox in the B-Building lobby, and there was great concern about that. Noting that snatching mail is a serious crime, the Board passed a MOTION to install locked outgoing mailboxes.
3) Cameras may be needed to watch for crime and rule violations in the lobbies. A MOTION passed to investigate the possibility of getting tiny cameras to unobtrusively mount in the lobbies.

Financial Report:
1) Financial Summary: (taken from financial statements)

Services (a grouping of the following usually-fixed-fee HOA service expenses: Trash, Janitors, Pool Service, Elevator, Pest Control, Gardening, Inspection, Gate Phone): $3465
Maintenance & Supplies (non﷓routine repairs & maintenance, and supplies): $1107 Legal: $464
Insurance premiums for two months were paid during the preceding month.
2) Status of Delinquent Accounts. There were no liens recorded for delinquencies, however there were seven delinquencies ranging from about $200 to about $600, and the responsible owners were being sent “pay or lien” letters.

Old Business:
1) Garden Window repair to tighten some windows to the building was discussed briefly. Some more parts for the work were bought at Home Depot. The work needs to be completed before painting of the exterior wood is begun.

New Business: Attorney Service. Displeasure with the advice and charges from attorney service Anderson & Kriger was expressed. In one case an opinion was sent by a letter for which the attorney charged the HOA over $100. The Manager is investigating another charge, for about $464.

Committee Reports:
1) Architecture & Landscape Committee – Painting of Exterior Wood. Lana Ivascu reported that there were no additional people who commented to her about the proposed paint colors.
2) Pool Committee. The pool and spa temperatures were reportedly varying significantly during the preceding month. There was a discussion about how to reduce the variations.
3) Landlords’ Information Committee was formal-ized by MOTION, with Sylvia Lang as its chairperson. She invited absentee owners to contact her (at “sklangtax@aol.com” or 619-670-1186) if they are interested in helping organize a meeting to discuss topics of interest to landlords.

Adjournment. The meeting was adjourned at 7:55pm.
