MINUTES OF VILLA MARBELLA MONTHLY H.O.A. MEETING OF JANUARY 3, 2002
(The monthly meeting of the Villa Marbella Homeowners' Association Board of Directors was called to order by Gabe Schmera at 7:00pm Thursday January 3rd, 2002, in B-205 (Bert Donaldson's condo)).

Minutes. (Note: Minutes of the December 13th meeting were mailed to owners about December 26th.) The procedure of reviewing, correcting, and signing the minutes between meetings was discussed.
Homeowners' Session.
1) Shopping Carts. Store shopping carts are being left on the property. Board members were particularly concerned about the ones being left so often on the 3rd floor of the A-Building. Notices will be sent to the next people who are caught on video surveillance cameras bringing in shopping carts.
2) Vehicle Gate Problems. The vehicle gate continues occasional intermittent operation, during which times it has not been shutting at night as it should. It was also reported that the antenna is broken off. (Note: Dan Divine went around and found a replacement antenna.)
3) Door Doesn't Lock. The B-Building main entry door still doesn't always latch shut. (Note: Ron Stachewicz repaired it).
4) Stairwell Door Closure Broken. The door closure on the B-Building's first floor "stairs up" door in the center of the building is broken. Repairs will be made.
Financial Report:
1) Financial Summary: (taken from financial statements)
Money in Bank Accounts 11/30: $123,358
Money in Bank Accounts 12/31: $124,626

Payments During December 2001: (totaling $12,552):
Administration: $900 Insurance: $1341

Services (a grouping of the following usually-fixed-fee HOA service expenses: Trash, Janitors, Pool Service, Elevator, Pest Control, Gardening, Inspection, Gate Phone): $3304
Maintenance & Supplies (nonroutine repairs & maintenance, and supplies): $713 Taxes $470
Insurance costs in December included a $415 annual payment for fidelity bond.
2) Status of Delinquent Accounts. An A-Bldg condo estimated to be about $1500 delinquent has a lien on it, but repayments may have been made. In the B-Building, another condo has a lien on it. The status of other delinquencies was also discussed.
3) HOA's Overall Financial Health. There was a discussion of the HOA's overall financial situation, sort of a big picture view, led by the Treasurer. The financial statements reviewed at the meeting were draft end-of-year statements, made as of December 31st, the day before the increase in monthly HOA fees to $162. The Manager expressed concern about a large water bill, $3600. One measure of HOA financial strength was money in the bank over the last few years, and the effect of the cost of fumigation in 2000. Past balances mentioned were $130K (Nov 98), $130K (Nov 99), $132K (Jul 00), $136K (Sept 00), $111K (Oct 00, after most of fumigation was paid), and $125K (Dec 01).
4) Work Authorizations #807 and #808 were discussed. #807 was to repair damaged trash hallway door near B-307. #808 was to repair a vandalized screen.
Old Business:
1) Building Keys. The need for more common area building keys was discussed again.
2) Meter Room Door Repaired. Handyman Ron Stachewicz did a good job of repairing a broken meter room door near B-108.
New Business:
1) Annual Homeowners Meeting is scheduled for 10am April 20th in the Sizzler Restaurant, 2855 Midway Drive, in the Loma Square Shopping Center, about a block from the condos. There was a discussion about how to pay Sizzler and the options Sizzler was offering. Like in previous years, people who eat lunch there will be reimbursed, in lieu of Sizzler's banquet room rental payment. People who want to be candidates for the Board of Directors can inform the Manager, Dan Little.
