With the members of Council having jobs I do not see how it would be feasible to take time off from a higher paying job to sit at the Village Hall making less money.
The ORC requires that the Village be open during business hours. The Village Council has the right to define those business hours. As a general practice 8 to 5 are considered normal business hours, but with the Village's budget that is not feasible. There is no requirement in the ORC that the Village Hall be open for a set number of hours. The law is vague in saying normal business hours. Until it is challenged in the courts there is no definition of normal business hours and I would guess that the courts would rule in favor of a small Village as long as they were making a good faith effort to hold business hours. The courts would rule against a village that never held hours or that did not post hours when they would be open.
Village Hall is open at least 20 hours a week currently and that includes hours on the weekend. That would seem to be convinient to residents and the general public.
