Under the Topic ''Public Safety Council Meeting'', talking about background checks for police, Paul Parrish stated, ''The moral clause is subject to much interpretation.'' ''The residents will have to trust that the people they have placed their faith in will make the right decision for the Village.''

Whose moral interpretation are you relying on?

Under the same topic, Valleyviewers wrote, ''I know that morality is not measurable but with the things I've heard with my ears and through the grapevine, at least one of these officers is a snake. if you continue to allow these men to work for the Village, I will not be happy.''

Well Valleyviewers, I'll bet the SNAKE and the others are still there. They bragged they brought in more money than anyone else. They were brought back. Do you really think they will be let go? I know some things first hand and from the grapevine. The grapevine is afraid to complain about any officer. If they did, nothing would be done. You are living in a dream world.

I wrote and signed formal complaints against two officers. One is chief now and one is probably the ''snake'' you are talking about. If it is Roger Myers.
Please complain like hell if they try to take back Jason Nalbach.

Who is going to be the judge of whether they go or stay?

With the ones in power, you are stuck with whom ever they wish. Because as the Honorable John Chapman told me, ''Those who know aren't talking.''

Who Has The Decision

The Six Members of the Council each individually decide if the candidate for a position with the Police Department have good moral character. They each use their definition of good moral character.

The Six Members of the Council make the decision for all employees of the Village. If someone brings charges against an officer it is investigated by the superviser of that individual and it is looked into throughly. If an employee is found guilty of the charges than they are suspended or fired. That individual can than appeal to the Council if they disagree with the decision and the Council would have the decision to uphold the suspension or firing or they may amend the punishment to less, but not more.

I may not live there now, but my reputation was impuned by the very people in authority in Valleyview.

They don't want to do anything to make enemies of the people who robbed the Village of respect and money. They would rather make me the escape goat.

I lived in the Village longer than any of you.

Residents speak in private but refuse to go public. That is why things are the way they are. They don't go to meeting because they know how things are done. As I was told, ''It doesn't make any difference what they say, council votes''.

As far as taking compliants against the officers, the residents know it depends on who is making the complaint.

I would have no self-respect if I allowed myself to be intimadated.

That is why it all will come out,even if I have to name names.

Results Of A Complaint

I cannot comment on how complaints were handled in the past. What I can say is that if a resident or visitor to the Village makes a complaint against an employee of the Village it will be throughly looked into now.

The question is what should be the result of a complaint that is made and found to have taken place? Does an employee get fired everytime a complaint is lodged against them?

As an example, it was alledged in a complaint by a resident that an employee gave that resident ''the finger''. I do not know how deeply it was looked into, but if it was found that the employee did do that I would think that a suspension and apoligy would be in order, not an immediate dismissal. If the behavior of the employee continues than punishment should increase and if the employee cannot contain themselves they should be dismissed. Those are not the type of employees that the Village wants to hire.

In this instance the employee stated that they did not give the resident ''the finger'' and there were no other witnesses present to confirm either side of the story. The investigation would end there, but the complaint should be included in the personnel records with the outcome of the investigation included as well. The supervisor would have to take in to account prior behavior of the employee and any extenuating circumstances to make a decision on the complaint. If it is found that the employee has had a history of this type of behavior that should be taken into account as well. Everyone will have to do their job and follow through on their responsibilities.

Whatever the result of the investigation of the complaint it should be communicated to the person who made the complaint what was the disposition of the complaint. I am working with the Village Administration to ensure that happens. Every complaint should be taken seriously regardless of who makes the complaint. Every employee of the Village reflects on themselves, the Village Administration, the residents and the Village as a whole.

I do not know how involved the Council was in the past in interviewing the employees for the Village, but currently the Council is being very active and I hope that it will remain active.
