They told me what the alternates were. MORPC and OPWC said that they thought the alternates were in the scope of the current project. Hence, double payments for Pomeroy, to pay for screw ups n previous jobs they had already been paid for. Instead of making Pomeroy correct the mistakes, they were put in as alternates on the next project.
Why do you think OPWC sent the letter? Why do you think Russolillo and Smith were so scared they went to OPWC and asked what I had been told? As to why they didn't do anything, you will have to ask them.

Why do you think $10,000 was taken away in Phase V, which was Elliott. Because the money was to pay for the problem at Westfall's, that was Phase IV. Then, Russolillo said that it was already in the contract with Pomeroy and they would sue, so the Village paid the second time.
