Village in The Woods HOA

This morning, 10/24/13, I was attacked by a dog that was not on a leash in my own front yard. The owner did not apologize for the incident and did not even acknowledge me as I warned her that her dog had attacked me twice. Shouldn't dogs be required to be leashed when they are walked? I realize that dogs will be dogs, but owners should know better.
