- $ Welcome and Introductions. Present were Ann Kilponen- Neighborhood Planner, Courtney Mooney-Urban Design Coordinator, Dana- Secretary and 8 attendees.
- $ Courtney Mooney, Urban Design Coordinator, attended the meeting to give us an update on Diana Painter's Historic Designation assessment which started in January. Westleigh is eligible for LOCAL Designation but did not meet the National Designation criterion which requires something of a historical and national significance/occurrence (a dwelling/event) to have occurred in the neighborhood. Diana's report needs to pass through the Historic Preservation Commission, the Planning Commission and the City Council. It would benefit Westleigh greatly if homeowner representatives were present at each of the Commission/Council meetings to show support and desire for the designation. It requires community involvement with two to three public hearing notices sent from the Planning Dept to homeowners to ensure the Local Historic Designation is still desired. The process should be completed in about six months. Potential roadblocks: 20% or more of the homeowners reject designation request; businesses along Charleston oppose but can be excluded by redrawing the Westleigh Tract map.
- $ No one volunteered to be an Officer.
- $ Future topic - "Adopt-a-block" program will be presented at April's Meeting by Senior Neighborhood Planner, Lisa Campbell. This program gets neighbors involved to identify issues and report them to the appropriate agency for remediation.
Other Business:
- $ Republic Service's Bob Coyle got back to the Westleigh Neighborhood Assoc. and stated the alleys would not allow for the side-lift trucks so we would not be a candidate for the pilot recycling program.
- $ Public Comments: graffiti; Parking Enforcement out in force (complaint driven- who?); homeless at Paratore; add additional stop signs on Melville and Mt. View going East and West (make it a 4-way stop); "No Parking" signs in alleys; 1266 Melville vacant and overgrown, pool, etc...; 1116 Darmak's demolition permit; other property concerns - 1312 Douglas (car repair/abandoned cars in alleys), 1312 Melville and 1110 Barnard.
