Agenda

$        Welcome and Introductions.  Present:  Margo Wheeler, Director of Planning and Development;

Jerry Walker, Dep Director of Field Operations; Niel Rohleder, Asst Traffic Engineer of Public Works; Neighborhood Planner Rob Levant; President Shawn Spanier, Vice President Dan Connell, Secretary Dana Russell and 13 attendees.

$        Margo spoke of the “Charleston Corridor Plan” and passed out a Community Outreach Survey.

She had diagrams of the plan to be ready when funding becomes available.  The “Charleston Corridor” is from I-15 to Jones and involves: private property (standards of buildings, design, landscape and architecture), transportation (auto, bus and bicycle requirements and enhancements such as bus shelters), trees, (kinds and location) street lighting and medias (landscaped or not).   This also to include surrounding neighborhoods and parks and includes the Meadows Mall to incorporate a Walkable Community Plan.

$        Public Works, Niel addressed the questions and concerns brought up at the last meeting on March 25th during Lois’ Townhall Meeting along with Jerry who oversees sidewalk and street projects.  Per Municipal Code 13.56-57, the sidewalk is the owner’s responsibility to the back of the sidewalk.  His department works with owners and charges a nominal fee of $150 per panel replacement.  His assessment showed several areas within Westleigh where the panels have lifted up and they will be grinding those down as a courtesy.  If the area includes or needs to include a handicap ramp, they will do it at that time but won’t be doing it unless a resident needs it per ADA laws or there is funding.  They do not do curb cutouts.  Jerry stated slurry schedule has been reset and will be done again in 2012.  During the slurry seal, curbs and gutters are maintained.  Painted curbs such as those in front of fire hydrants are not required nor does Metro enforce it.  The Association to get back with Niel regarding the specific intersections where the designated stop lines are too far back since it is a line-of-sight issue.  As far as changing or adding stop signs at Mt. View and Melville, it can’t happen as they had been changed based on a prior Traffic Engineer study. Also unable to add “no parking” lines specific distances from Stop signs etc to keep residents from parking to close to the intersections.  Will look into get “Permit” parking for residents near Charleston Businesses.  Also possible to get “No Parking Signs” with restrictions in the alleys.  Valley View Widening still in the works but reiterated that they will not be acquiring any homes.  It will use the current width.

$        NPF is due by June 14th.  Shawn asked for suggestions the funds could be applied to beautification.  Need to be careful that it’s common area and not private property. Communication – webpage/internet.  Regardless, the Grant will be applied for.

Public Comments:

$        Dan asked as a Neighborhood to garner volunteers to help our Senior Citizens and to list those in need.  Mentioned some resources such as:  the NPF, community service requirements, groups and businesses.

$        Shawn took names of Block Captains for Neighborhood Watch

$        Weeds are out of control again.  Will need to call Code Enforcement.

$        Invite a neighbor on either side to come to the Meetings.  “Certificate of Appreciation” given to a neighbor to focus on the good.
