In addition, the 6.2 Million has not been spent yet, has it? They don't start paying on it until after the kingdom becomes a county-dom.

I have no problem with salaries increasing for George and Roy. I do have a problem with the pay ranges not increasing for Kirk, Kevin, Greg, Charles, Paul, Rosanne, and all key players in the current city staff; only new hires should be exempt. This should be a top down increase within the respectable boundaries of job value. The people I named above; their value is tough to put into a financial parameter; but what they receive now is not enough; we need salaries for our city and council that are comparative to our social-economic growth. My desire is to make the salary equal to the ability to live here.
