WILLOUGHBY STATION HISTORY

The community of Willoughby Station, one of the first planned unit developments in Mt. Juliet, began with the purchase, by Phillips Builders, of approximately forty acres from the three members of the Willoughby family, Charles, William and David in 1988. The initial purchase began the first phase of development of the community, which will eventually encompass approximately three hundred acres and approximately seven hundred and fifty homes. It was felt that an Australian theme would be appropriate for the community, given the Willoughby name, therefore, many of the streets in the development were named for some part of Australia.

The initial amenity area for the community, which consisted of a swimming pool, baby pool, pool house, a basketball court and two tennis courts was constructed during the early stages of the development. A second, junior Olympic size pool was added in 1998, shortly thereafter, the Willoughby Waves, the community youth swim team was formed.

As a planned unit development, Willoughby Station is governed by a set of covenants, restrictions and by-laws that were filed prior to the start of sale of homes in the community. Each year, at the annual meeting of the homeowners association, at least two homeowners are elected to the board of directors for the community. The board of directors is the policy making body for the community. The management company carries out the policies of the board for the community.

WILLOUGHBY STATION COMMUNITY MANAGEMENT

With the purchase of a home in the community, each homeowner automatically becomes a member of the Willoughby Station Homeowners Association. The homeowners association has been managed, since it’s inception, by Association Management Services (AMS). Joan and Jim Atkeison are the two principals of the company and are directly involved in the management of Willoughby Station. AMS is responsible for the implementation of policies set by the board of directors for the development. Additionally, AMS’ areas of responsibility include the following;

Administrative Services

1. Maintain all association records, including;

· Homeowner directory
· Architectural change requests
· Financial records
· Annual reports to the secretary of state

2. Prepare and mail all association correspondence, including;

· Correspondence to individual homeowners
· Correspondence to all homeowners
· Correspondence to members of the Board of Directors
· Correspondence to various providers of services to the association
· Welcome letter to new homeowners

3. Provide the following homeowner related services:

· Assist homeowners, future homeowners and providers of services to the development
· Coordinate architectural change requests made by homeowners
· Respond to concerns and questions by homeowners and other parties
· Assist closing agents with transfer of ownership information
· Follow-up on any violations of development covenants noted during inspections of the community

Board of Directors Services

· Prepare notification and other related information for meetings
· Attend meetings and advise Board members on all association matters
· Prepare and maintain minutes of meeting
· Follow-up on assigned action items discussed at meeting
· Communicate to and assist legal counsel for the association on board and other related
matters
· Communicate to and assist community developer on board and other related matters
· Provide copy of meeting minutes to newsletter chairperson and coordinator for web site

Meeting Services

Homeowner Association
· Arrange for meeting location, necessary equipment and set-up and award presentations
· Communicate meeting information to legal counsel and stenographer
· Prepare and mail notification and other related information for meetings to homeowners
· Coordinate and assist volunteers for homeowner registration, receipt of proxies and
ballots for any matters voted on at the meeting


Financial Services

· Prepare and mail annual statement for association fee due from each
homeowner
· Record and deposit all association fee payments and follow-up on any
delinquent payments
· Pay all invoices for services provided to association
· Provide monthly financial report to treasurer
· Prepare draft of annual association budget for Board of Directors


Common Area Maintenance Services

1. Oversee and assist committee volunteers in the maintenance of all common areas of the development including;

· Landscape and turf maintenance
· Swimming pools
· Tennis Courts
· Basketball Court
· Playground
