This small community sits among large maturing hardwoods in Southeast Charlotte. Homes in this neighborhood tend to range in square footage from 1500 –3700 SF. Privacy is easily found here as lot size is plentiful (most lots are 1/2 acre or larger). Drive through this neighborhood and you will see the pride that the homeowners take in their properties. Meticulously landscaped yards and manicured lawns make it a pleasure to drive through during any season.
On 08/16/1956, three Charlotte area businessmen, D. K. Sing, C. B. Phifer, and O. C. Griffin,bought a large wooded area (approximately 90 acres) on Monroe Road, from Catherine McLaughlin. They had a vision to develop a neighborhood of beautiful homes, and called their company, Woodberry Forest, Incorporated. Surveys were made, restrictions (covenants) were drawn up, lots were put up for sale, contractors were hired, homes were built, and our first residents moved in on Woodberry Road on January 1, 1958. This new sub-division was considered to be "way out in the country".
Originally, only Woodberry Road, parts of Candis Drive, Gayle Avenue, and Dwight Street, were developed; but as lots continued to sell, Oline Place, Revlon Place, Lumarka Drive, and. lastly, Summerhill Drive completed our neighborhood.
In 1958, Independence Blvd. ended at East Mecklenburg High School. Wallace Road was the road to Mint Hill. Monroe Road was 2 lanes and the only route from Charlotte to Monroe. The Charlotte Bus line ended at Woodberry Road. The homes in Woodberry Forest had Matthews rural route addresses. There was an abandoned gold mine in the area that is now Mason Wallace Park. A sawmill once once located where Summerhill Drive is today. The neighborhood water supply was provided by two very unreliable community wells. There was even a private school in a home within our community called the Woodberry Forest School.
The neighborhood was annexed by Charlotte in the early 1970's. Monroe Road was widened to 4 lanes in the late 1980's.
Woodberry Forest is a mature, defined neighborhood composed of 9 streets, 139 homes of varied styles, and 3 privately owned lots. The neighborhood is a mixture of young and young at heart residents, who enjoy the beautiful setting that is Woodberry Forest.

The Woodberry Forest Neighborhood Association is a voluntary neighborhood association.
The Association's purpose includes but is not limited to, the following:
1) To foster a neighborly spirit and neighborhood pride among the residents of the Woodberry Forest subdivision by maintaining the entrances to the neighborhood, planning and holding neighborhood socials and other events, keeping a community crime watch and recognizing residents for keeping their lawns and homes attractive.
2) To represent the neighborhood to the City of Charlotte and County of Mecklenburg and to all of its departments.
3) To be a catalyst for the discussion of neighborhood planning issues and community development plans and for the resolution of problems concerning these matters.
4) To serve as an educational instrument for communicating issues to the residents and adjacent business establishments.
5) To assist members in measuring the impact of city and county planning on the neighborhood served by the Association.
6) To preserve the neighborhood’s essential character as an area of single-family homes with a preference to owner-occupied homes.
7) To have a voice in the development and improvement of Mason-Wallace Park.
1. The property shall be used for residential purposes exclusively, which residences shall be detached, single family residence and shall be limited to one residence for each lot.
2. Each residential building site will have a street or road frontage of not less than 100 feet and shall contain a total of not less than 20,000 square feet.
3. No residence or dwelling shall be located on any residential lot nearer to the front line than the building line shown on the aforementioned map as shown on page 69 book 8 recorded in office of the Register of Deeds for Mecklenburg County, and shall set back a minimum of 15 feet from the side lot line.
4. All one story residences shall have not less than 1400 square feet of floor space, exclusive of porches, verandas and any attached garage.\
5. Any residence of more than one story in height erected on any lot shall have not less than 1,100 square feet of ground floor space, exclusive of porches, verandas and any attached garages.
6. Each residence shall be of frame, brick or stone construction or any combination thereof, and in any construction there shall be no exposed concrete blocks. Every residence shall have enclosed, sealed foundations.
7. Any detached garage shall be erected to the rear of the residence.
8. All roads and streets shall have a 60 foot right-of-way and shall be opened, graded, drained and surfaced or graveled to conform with the requirements of the Planning Board having jurisdiction and the State Highway Department.
9. All residences shall be provided with and served by a septic tank for sewage disposal until such time as municipal or other sewage facilities are available. No septic tanks shall be installed or maintained which do not meet requirements of the Mecklenburg County Health Department and the North Carolina Board of Health.
10. No unlawful or offensive trade, occupation or practice shall be conducted or permitted upon the premises at any time.
11. No trailer, basement, tent shack, garage, barn or out building erected on said lot shall at anytime be used as a temporary or permanent residence, nor shall any structure of a temporary character or nature be used as a residence.
12. No signboards of any kind or description shall be used or displayed on said property except “For Rent” or “For Sale” which signboards shall not exceed 15 by 20 inches in size.
13. All underground-water rights will be retained by Woodberry Forest, Inc. and no wells shall be punched, drilled or bored without the written consent of Woodberry Forest, Inc.

By-Laws
Article I: Name and Boundaries
Section 1: Name
This organization shall be known as the Woodberry Forest Neighborhood Association (WFNA).
Section 2: Boundaries
The Woodberry Forest Neighborhood Association shall include within its territory the area bounded as follows: lots facing on Woodberry Road between Monroe Road and Wallace Road, Candis Drive, Lumarka Drive, Summerhill Drive, Dwight Street, Gayle Avenue, Oline Place, Revlon Place, and those on the east side of Monroe Road between Woodberry Road and Lumarka Drive, and as described at the Mecklenburg County Tax Office as the Woodberry Forest Subdivision.
Article II: Purpose
The Association has as its purposes, included but not limited to, the following:

Article III: Members
Section 1: Eligibility
All those 18 years of age or older who reside within the territory described in Article I are members of the Association and are entitled to vote at its general meetings.
All individuals who own property within the territory, even though they reside elsewhere, are members of the Association and entitled to vote.

Non-resident owners of more than one subdivision lot are entitled to just one vote.
Section 2: Votes
Only members who are present at meetings shall be entitled to vote; there shall be no proxy voting. No member shall have more than one vote.
Section 3: Non-Discrimination
WFNA is bound by North Carolina state laws regarding non-discrimination. WFNA will not discriminate against individuals or groups on the basis of race, religion, color, sex, age, disability, national origin, income, or political affiliation in any of its policies, recommendations, or actions.
Section 4: Dues
Dues are set by a vote of the majority of the members of the Board of Directors per year per family.
Article IV: Officers and Board of Directors
Section 1: Officers
There shall be four officers for the Association: a Chair, a Vice Chair, a Secretary, and a Treasurer. These officers shall perform the duties prescribed by the parliamentary authority as determined in Article VII. In addition, they shall perform the following duties:
Chair
The Chair of the Association and of its Board of Directors. The Chair shall prepare a tentative agenda for these meetings. The Chair shall be responsible for representing WFNA to committees, councils and commission of the City of Charlotte and County of Mecklenburg and shall perform other duties normally expected of a presiding officer.
Vice-Chair
The Vice-Chair shall assume the duties of the chair in the absence of the chair and shall preside at meetings of the Association and its Board of Directors in the absence of the Chair. The Vice-Chair shall be a cosignatory on the Association checking account and may be called upon by the Board to fulfill the duties of the office of Treasurer when the elected Treasurer is unable to do so.
Secretary
The Secretary shall be responsible for the minutes of meetings of the Association and of its Board of Directors. The Secretary shall also be responsible for the preparation of association correspondence and safekeeping of all the official papers of WFNA .
Treasurer
The Treasurer shall be responsible for collecting due and writing checks for memorials, socials, entrances’ maintenance and other Board approved expenditures. Any disbursement exceeding $500 shall be brought to the Board of Directors for approval. The Treasurer shall establish and maintain a checking account entitled
Woodberry Forest Neighborhood Association on which the Treasurer and the Vice-Chair are cosignatories. The Treasurer will present records of receipts and expenditures to the Board of Directors if and when requested to do so by the Board and will present a Treasurer’s summary report at each regularly scheduled Board meeting and the Annual meeting (defined under Article 5, Section 2: Annual Meeting).
Board of Directors
The Board of Directors consists of four (4) elected officers, a maximum of three (3) appointed at-large members, chairs of standing committees and presidents, or their designated representatives, of the two Woodberry Forest Garden Clubs. All members of the Board must be dues paying residents of Woodberry Forest.
Section 2: Nominations
The Nominating Committee appointed by the Association Chair and approved by the Board shall submit a list of candidates for each seat prior to the Annual Meeting. This slate shall be published in the newsletter prior to the meeting.
Section 3: Election
The officers shall be elected by vote of the general membership for a term of one year or until their successors are elected. No member may serve in the same capacity for more than three consecutive years.
Section 4: Vacancies
A vacancy in any of these offices shall be filled by a majority vote of the remaining members of the Board of Directors at its next meeting following the existence of the vacancy.
Article V: Meetings
Section 1: Regular Meetings of the Board
There shall be a general meeting every other month as decided by the board beginning at a time designated by the Board., at a convenient location within the Association's territory. 50% of the voting members of the Board will constitute a quorum for such meetings. Any person may address the Board with prior approval of 3 of the 4 Officers prior to the meeting. This will be on a per person basis.
Article V: Meetings Cont.
Section 2: Annual Meeting
The fall social is designated as the Annual Meeting, reports of officers are received, and such other business as may properly come before the Annual Meeting is transacted. Newly elected officers and board members take office at the beginning of the following calendar year.
Section 3: Special Meetings
A special meeting of the general membership may be called by a two-thirds vote of the members of the Board of Directors to transact urgent business. Reasonable notice of such meeting shall be given prior to the meeting in the same manner as notice of regular meetings and shall include time, place, and the nature of the business to be transacted. No other business is in order at a special meeting.
Article VI: Committees
Section 1: Committees in General
The Association Chair shall, subject to the approval of the Board of Directors, appoint Committee Chairs. Committee Chairs shall then select other committee members as needed.
Section 2: Crime Watch Committee
The crime watch committee shall receive reports of suspicious activities and crimes committed in the Woodberry Forest Neighborhood and surrounding neighborhoods and notify the neighbors through appropriate means (i.e., the periodic Woodberry Forest Newsletter or word of mouth through the block captains). The committee shall also be the neighborhood liaison to the local police district. The committee shall publish crime prevention tips in the newsletter.
Section 3: Entrances Committee
The Entrances Committee shall have primary responsibility for maintaining the three entrances into Woodberry Forest.
Section 4: Hospitality Committee
The Hospitality Committee shall have responsibility for welcoming new neighbors. The chair notifies board members of meeting dates and locations. The chair assists the Block Captains Chair in calling block captains.
Section 5: Social Committee
The Social Committee shall be responsible for planning, coordinating and executing neighborhood social events.
Section 6: Block Captains Committee (See Attachment A, Page 7)
Each block within Woodberry Forest shall have a block captain who will be responsible for delivering newsletters and notifying the residents who reside on that block of any critical or time sensitive information as delivered to them by the committee chair. The block captains will notify the committee chair of new residents, residents who are hospitalized or seriously ill, and deaths in the neighborhood. The chair shall furnish updated information for periodically publishing the neighborhood directory.
Section 7: Yard of the Month Committee
The purpose of the Yard of the Month Committee is to encourage home owners to beautify their yards and homes by awarding the “yard of the month” award to the resident with the nicest and neatest lawns during the months of April through September. The Yard of the Month Committee consists of the chair and the chairs of each of the Woodberry Forest Garden Clubs. They will judge the best Christmas decorations in the neighborhood.
Section 8: Ad hoc committees
Such other committees as may be deemed necessary by the Board of Directors for the proper conduct of the business of the Association may be established as ad-hoc committees. In each case, the Chair shall name the
Chair and the Nominating Committee shall appoint the other members, subject to the approval of the Board of Directors.
Section 9: The Chair
The Chair shall be an ex-officio member of all committees except the Nominating Committee.
Article VII: Parliamentary Authority
Meetings shall be conducted in a fair, open and orderly manner in keeping with the spirit of Robert's Rules of Order.
Article VIII: Amendment
These bylaws may be amended at any regular meeting of the Association Board by a two-thirds vote, provided that the amendment has been submitted in writing at the previous regular meeting and notice of the proposed amendment is included in the call to the meeting.
Article IX: Dissolution
If the Association is dissolved for any reason whatever, any physical or fiscal assets of the Association shall revert to the charity or organization determined by a majority vote of the neighborhood.

Attachment A – Block Captain Chair (see Article VI, Section 6, Page 5)
The Chair organizes and activates the block captain system as a means of communication for the neighborhood.
The Chair’s duties are as follows.

Activate the block captain system upon receipt of important messages, flyers, or newsletters. The Hospitality Chair will assist by calling half of the block captains with the Block Captain Chair calling the remaining half.
Important messages will be relayed to the block captains so that they contact their assigned homes.
Ensure proper distribution of newsletters and flyers by grouping them by address group and attaching a slip of paper containing the block captain’s name, number of homes in the group, and the address grouping house numbers.
Ensure that block captains pick up their respective bundles for delivery. If the block captain is unable to make their delivery, or fails to pick up after a second reminder, the Block Captain Chair will be responsible to ensure delivery.
The Block Captain Chair will notify the Association Chair and Hospitality Chair when new neighbors move into Woodberry Forest. It is the responsibility of the block captains to notify the Block Captain Chair of these new neighbors.
