I wanted to inquire if anyone can explain the reasoning for assessing a $25.00 fee to the HOA Improvement Request Form.  When did this become effective?  I feel that this is covered as part of our association dues and will only cause homeowners to not want to make improvements.  I have discussed this with other neighbors who are disappointed in this change.
