I was wondering what could be done if anything.  My neighbor at 8526 Wood Arbor is constantly drumming at all hours of the day from 7 a.m. thru 9 p.m. at night.  Is there any noise ordinance that is regulated by the HOA, and if not is there a noise ordinance that can be enforced during the daytime hours by the city?  I have a 1 month old baby, and the noise does not help when trying to soothe her either.  Thanks.
