just an FYI, and I don't know if anyone has experienced this recently , but where is the 102 and 311 when you call for non emergency matters? Recently with the heat wave, I experienced first hand how matters of open hydrants are not addressed. I called 311 which now puts you on hold for an insane amoun t of minutes ( saying due to an unusual amt of call volume please wait or call back). How conducive to one utelizing 311 in the future is that? Also at the time I told an NYPD community van who was parked at a deli about where the hydrant was with the location with no response. I had to go myself and ask the adults who opened it to get a cap from the Fire house. I don't have to tell you how bad that experience was as I was cursed at and told to get off the block. The same last night when I called 311 only to get a " busy message and to call back tomorrow" for a loud party. Calling the precinct was no help either as they now have a voice message . There is a message for different depts to call which did lead me to the desk sergent. Again
