Overview of Position Duties for Supervisor II
Under the direction of the Workforce Operations Division Director, the Supervisor II position will facilitate workforce development services for a new community employment center located in the South Baltimore region. The Supervisor II duties will include front line career development work as well as front line supervisory work for the Mayor’s Office of Employee Development staff assigned to the center.

Essential duties and responsibilities:
?⤠Assists Division Director in monitoring activities to improve employment outcomes and provide
    workforce services leading to employment opportunities for customers.
?⤠Develops and maintains a collaborative relationship with MOED, organizations and business
    stakeholders in an effort to link customers to workforce resources and employment support services
    and the one-stop system.
?⤠Markets the purpose and goals of the program to the general public, the private sector, and
    workforce development professionals
?⤠Assist with establishing and overseeing the process for launching and sustaining a new program
?⤠Conducts data analyses, prepare briefings, summary reports, and other written correspondence
?⤠Monitors career center and leads career center staff for compliance to program outlines
?‚§ Evaluates program’s ability to meet the performance goals as mandated by the program

  • Ensures that a broad menu of employment related services are offered and delivered to the community 
  • Perform all essential duties of a Career Development Facilitator (CDF)
    o Develop and conduct workshop sessions designed to provide instruction in job seeking,
    job retention and all related aspects of the world of work, motivate interest, build self-esteem and foster positive attitudes.
    o Recruit and screen enrollees for program eligibility based on legislative funding and make appropriate referral and placement in training opportunities and/or jobs
    o Track and document customer progress through system and intervene as necessaryPerform other duties as required.

Knowledge, Skills and Abilities:

  • Knowledge of workforce development issues; current state and local workforce investment systems, partner agencies, and other relevant organization workforce development, education and training programs 
  • Ability to develop, foster and maintain effective working relationship with MOED clients, program participants/ customers, co-workers, public and private agency staff 
  • Knowledge of private sector job structure 
  • Ability to lead a small team of professionals and function as team member
  • Ability to analyze and recommend resolution of employment and training challenges, workforce services and administrative problems within center 
  • Strong written and verbal communicate skills; presentations skills 
  • Must have intermediate skills in various software programs to include MS Office Suite Word, Excel, and Power Point; familiarity with database programs 
  • Possess project management skills 
  • Solid organizational skills; execute work assignments on time in format required

Required Education & Experience:

  • Bachelor’s degree in Social Science, Public Administration, Urban Planning, Economics, or related field. 
  • Four years experience in project management, economic development, or employment and training program operations; CedC (Certified Economic Developer) and/or GCDF (Global Career Development Facilitator) is preferred. 
  • Or, any equivalent combination of acceptable education and experience.

Special Requirements:

  • Maryland driver’s license and daily access to an automobile. 
  • Criminal Background Investigation

Baltimore Apartment and Condo Residents Can Now Recycle Where They Live

 

 

Baltimore City residents who live in apartments or condominiums will now be able to participate in recycling. As of October 1, Maryland law requires property owners or managers of apartment buildings or condominiums with at least 10 units to provide recycling services to their residents.

For years, Baltimore residents who live in single-family homes have enjoyed convenient weekly recycling pickup from their alley or front curb, courtesy of the Department of Public Works’ Bureau of Solid Waste. But those in apartment buildings received no such guarantees, and in many cases had to transport their own recycling to one of the DPW’s Citizens’ Convenience Centers.

 

 

  Drive to 35

"We are working with residential property owners and managers to make sure that for even more Baltimore City residents, the opportunity to recycle much of their waste is just a few steps away," said DPW Director Rudy Chow, P.E. "We are committed to the ‘Drive to 35’ recycling goal to increase the City’s recycling rate to 35%, and plugging in thousands of City residents to the recycling stream will be a tremendous help – for everyone."

The DPW’s single-stream recycling program collects paper, glass containers, and many plastics and metals – and allows residents to put them all in the same container. Even some materials that cannot be taken from the curbside program – including electronics and Styrofoam – can be safely recycled by taking them to the Citizens’ Convenience Centers.

Residents of buildings with at least 10 units who find that recycling is still not available may contact the DPW Office of Recycling at 410-396-1185.

Columbus Day Closures and Service Interruptions: Monday, October 13, 2014
Columbus Day is a City holiday and DPW offices will be closed Monday, October 13, 2014. No curbside trash and recycling collection. All Citizen Convenience Centers will be closed, including Quarantine Road Landfill. There will be no mechanical street sweeping or bulk trash collection on Columbus Day. Grants Available For Youth-Led Community Organizing Projects
Youth As Resources, Baltimore’s youth-led grant making organization has funds available! Youth (up to age 21) in Baltimore City and County who want to put their community building ideas into action are invited to apply for funding. Grants range from $500 - $3,500 and are available for community organizing programs that are created and carried out by young people.

Youth As Resources is offering grant seeker workshops on: Saturday, October 18th at 10:30 am and Tuesday, October 21st at 5:30 pm. Applicants are required to attend one of the two workshops and must be represented by one or two youth and no more than one optional adult. Application deadline is on Thursday, November 20th by 5:00 p.m. Registration is required and workshops may fill up. Temporary Lane Closures Along Light Street for Utility Work Through October
The Baltimore City Department of Transportation would like to advise motorists that temporary lane closures will be implemented along a portion of southbound Light Street for utility work. BGE will be replacing a large natural gas main in this area. A double left lane closure will be implemented along southbound Light Street from Pratt to Lee Streets. The BGE work zones will not impact the Light Street intersection at Conway Street or any northbound Light Street lanes. These lane closures are expected to remain in effect until the end of October and may cause delays. Motorists traveling in this vicinity should be on the watch for changing traffic patterns and are encouraged to use alternate routes.

The ninth annual Free Fall Baltimore, presented by BGE, takes place Wednesday, October 1 through Friday, October 31, 2014. Free Fall Baltimore, a citywide celebration, offers hundreds of free arts & cultural events and activities at participating venues throughout Baltimore City. Higher Achievement is currently recruiting mentors for its Afterschool Academy in Baltimore. Higher Achievement mentors are volunteers who work with a small group of 5th-8th grade scholars in Math, Literature, Science, or Social Studies. Mentors commit to working with three scholars for two hours a week during the school year, from 6:00 to 8:00pm. Higher Achievement provides significant support to its mentors, including an extensive orientation session and ongoing support and training. Teaching experience is not necessary. Mentors bring their enthusiasm and commitment, and serve as positive role models to the scholars. Mayor's Fall Cleanup
Saturday, October 25, 9 am-1 pm. Mayor Stephanie Rawlings-Blake’s 2014 Fall Cleanup is coming! Position Overview:
The Business Services Representative job responsibilities involves two essential functions: first, recruiting/connecting businesses to services of the Mayor's Office of Employment Development (MOED) by marketing all possible agency resources (customized training, on-the-job training, subsidized employment, tax credits, summer jobs, recruitment services, etc.) and secondly, developing employment and training opportunities that lead to permanent, full-time positions with benefits and self-sufficient salaries for area job seekers.

Essential Duties and Responsibilities:

  • Demonstrates in-depth knowledge of local and regional Labor Market Information using Department of Labor, Licensing and Regulation (DLLR) and Bureau of Labor Statistics (BLS) databases 
  • Utilizes local labor market information (BBJ’s Book of Lists, BLS and DLLR databases, for example) to target new businesses and employers. 
  • Identifies business employment and training needs required with changing labor market trends 
  • Conducts job matching activities for customers at the Agency Centers. 
  • Conducts job development for targeted populations 
  • Data enter business contacts 
  • Produce monthly reports including;
    - Number of business contacts, business contact information, industry information and, services provided.
    - Number of job orders (received, filled).
    - Customer referral information 
  • Analyzes current marketing strategies, MOED strategic plans and uses various methodologies such as focus sessions, surveys, etc. to make ongoing recommendations to achieve and exceed marketing objectives. 
  • Markets business services utilizing all available resources to facilitate placement of training and/or job-ready candidates 
  • Ensures placement goals are met each month 
  • Documents business relationships and follow-up using the assigned MIS (MWE) and other reporting formats 
  • Represents MOED and/or provides participation at functions of trade organizations, professional societies, merchant associations, vendor open houses and community events. Maintain effective working relationships with businesses, MOED partners and other city agencies. 
  • Negotiates and coordinates completion of training contracts and other workplace agreements. 
  • Assists in the development and delivery of specialized sales presentations for employer services upon request, i.e. job fairs, mass recruitments, pre-screening, workplace assessments, ect 
  • Performs other duties as required.

Knowledge, Skills and Abilities

  • Knowledge of the agency's mission and all services available throughout the agency. 
  • Ability to establish and maintain productive working relationships with employers, employees, training vendors, co-workers and workforce development partners 
  • Demonstrated skills and ability to use, effective marketing and salesmanship techniques 
  • Strong communications skills, ability to demonstrate effective communication orally and in writing, (with an emphasis on business writing) and to analyze written reports and materials 
  • Strong presentation skills, ability to speak persuasively, and to close a deal 
  • Knowledge of workplace assessment instruments and their application
