I have a neighbor that is real nice but will not keep his dogs off my fence, his property has no fence but I built a privacy fence and now his dogs that are chained up all day dig under the fence and this is a hassle.  I have nice landscaping directly on the under side of the fence in my yard.

 

Last year he got in trouble because he never let his dogs run and had them chained up all the time.

 

Do I have to call the Animal Control every week to get the dogs taken away?

Yes, keep calling Animal Control. There is an ordinance on how long an animal can be chained up. Eventually they will fine him.
