Minutes for February 12, 2004

Present: Charles Qwen, Linda Duncan, Vicki Welch, Jimmy Hickey, Dennis Hamilton, alternates Mark Osborn (or Carol Kidd) and Bob Davison (for Tim Hardy).

Absent and not represented: Jeff Johnson, Tom Jones

Guests: Lt. Kevin Despain (Metro Police, C District) and District Resource Officer Matt Glass

The Treasurer's Report for January was read and approved, as were the Minutes for January.
Bank balance as of January 26, 2994 - $60, 322.65.

Old Business:
Jimmy reports that dues are still trickling in after Charles delivered reminders to those homeowners still owing dues. Lee Ann will be filing liens in two weeks.

Tim was not present to give an update on the progress of the streetlight replacement project.
% It is now underway.

Dennis reports that the gare is now up at the end of the sidewalk leading from Old Towne Rd. to the lake. The key will be kept in our safe deposit box, to be placed there by Charles. Dennis a;so will be checking with Aaron Clark about the cost of planting willow trees (6-10 at a time) along the eroding western shoreline of the original lake. Dennis also reports that Aaron is storing our Christmas lights so they can be used again each year, and he is putting down salt at both entrances of our subdisision whenever it snows.

Linda attended the District 13 Community Meeting February 9, and reports the followingL 1) based on a conversation with the traffic control rep (Dan Curtis), we probably will not be getting a traffic light at the Sam entrance since we do not have an average of 150 cars per hour exiting the subdivision at that location; 2) pot-holes on National Turnpike at the bridge will be repaired soon (% have now been filled in); 3) a rep from the Neighborhoods office (Debbie) recommends that we incorporate soon, incorporation having no bearing on whether or not MSD is responsible for stopping lake shoreline erosion. Vicki has agreed to get the incorporation papers so that we can get this done pretty soon.

Vicki is also in the process of pulling together items to include in our next newsletter.


New Business:

Linda invited Lieutenant Kevin Despain and District Resource Officer Matt Glass (Metro Police, C District) to this meeting to help clarify some legal concerns.

1) Gas-powered scooters - It is illegal for kids having no drivers licenses ro operate these scooters in the streets. Call the police if this is an occurring problem; however, when only 10 officers have to cover 40 square miles of major problems, scooters may not be very high on the priority list.

2) Parking on the street - State statute says that traffic cannot be "impeded" by a car parked on the street; however, there is much disagreement over what "impede" means. No passage? Must have 20 feet? Must have 18 feet? This has not been clarified, yet, by Metro Government.

3) Vehicles parked on the street 24 hours or more - Abandoned cars are towed after three (3) days, but cars parked 24 hours? This can be tracked by tire-marking, but police man-power is limited, and this will not be a high-priority item.

4) Speeding on Old Towne and Sam - C District will send a car to track this for a two-day period of time as soon as a speed-detector car is able to set up in these locations.

5) Block Watch - We are encouraged to call police when we see suspicious activity on our streets. The "garbage prowler" will be reported to the police the next time he is spotted. Note his vehicle.

6) Multi-family residence - The police agree to check on this at the location given.

C District representatives are always welcome at our meetings, but they have agreed to be present at any meeting when we need them. They would like to be included in our Annual Meeting, held each October, so they can keep us up-dated on what they feel we need to know as it relates to Yorktown North.
