Minutes for March 11, 2004 Meeting

Present: Tim Hardy, Carol Kidd, Vicki Welch, Linda Duncan, Charles Owen, Mark Osborn (Alt. for Jimmy Hickey), Bob Davison (Alt. for Tom Jones)

Absent and not represented: Tom Jones, Jeff Johnson

Thr Treasurer's report for February was read and approved. Bank balance as of February 23, 2004 - $60,930.38. Minutes for February were read and amended to show that Mark Osborn was an alternate for Carol Kidd, and Bob Davison was an alternate for Tim Hardy. Minutes were then approved.

Old business:
Willow trees - Dennis learned from Aaron Clark that it will cost $240 per tree to set out five trees at a time around the lake to help slow down the lakeshore's erosion. In August, we will look at the money we have available for possibly planting ten trees in September.

Streetlights - The replacement project is underway. We will be adding streetlights (from 66 to 91) and replacing bulbs with more efficient bulbs.

Lights at the entrances - Dennis will be checking with Aaron to see that our entrance lighting is restored.

Late fees - Charles will be mailing letters to the remaining households who still have not paid annual fees, reminding them that liens will be filed against their property if they ignore this final reminder.

Multi-family residence - Linda reports that she gave the wrong house address to Lt. Despain to check. She will get him the correct house number.

Banners - Bob, Mark, and Dennis will be getting the Yorktown North banners from Charles and checking the utility poles along National Turnpike in preparation for returning the banners to the poles probably in April.

Sprinkler system - Dennis will be checking with the highway department about repairing the sprinkler system broken during the digging done at the Sam entrance.

Tree on peninsula - Mark took out the fallen tree on the eroding peninsula in the older lake.

Incorporating - Vicki brought the papers we need to complete in order for Yorktown North Maintenance Association to incorporate as a non-profit agency. It was moved (by Dennis) and seconded (by Tim) that we incorporate; this motion passed. It was also moved (by Tim) and seconded (by Dennis) that we get a P.O. Box for Yorktown North business and to use for an address for incorporating. This motion passed. Charles will be signing us up for this. Once Vicki checks into further possible costs associated with incorporating, we will be ready to complete our forms and pay the $8.00 filing fee.

Newsletter - Vicki will be putting together our next newsletter, including notes about our new streetlights, the lake tree project, our October Neighborhood Yard Sale, our annual meeting in October, illegal driving of scooters, and our dues payment schedule.

New business:
Meeting attendance - After much discussion, Linda moved that if a director misses two consecutive meetings without contacting an alternate, or if a director misses a total of four meetings in a year, that director will forfeit his/her position on the board and the board members would select a replacement. Vicki seconded the motion, and it was passed. This will go into effect beginning in October, 2004.

Charles will be contacting members Jeff Johnson and Tom Jones to see if they still want to serve out their terms despite having missed several meetings.

Trash at Sam - It was reported that some dumping along National Turnpike has occurred and has junked up the Sam entrance. Bob Davison agreed to contact the highway department to see if this stuff (mattress) can be oicked up.
