April 29th Meeting Notes:
Lisa Emmons opened the meeting and welcomed everyone.
Captain Glenn Frankovis (District 3) gave a commentary on what is being done in the 3rd District to reduce crime. He introduced Thomas Kupsik as the Community Liaison Officer.
Captain Frankovis said his philosophy of policing was do the crime/do the time, No excuses for commiting crime. He said that District 3 leads in the issue of quality of life citations; Overall felonies down 8.1%. The Captain gives kudos to his officers and schedules time on the street for himself. He said crime in the Valley is primarily stolen cars and items from cars.

These numbers are not for emergency calls. Dial 911 for an emergency, Crime in progress.
The District does not dispatch squads and it would only take longer to get a squad if you called the
district first.
Captain Frankovis complimented Alderman Murphy for his involvement in the district and Mr. Murphy
applauded the Captain for his efforts.
Captain Frankovis thanked the neighborhood for their excellent response to the Neighborhood Security
Radio Network. Contact Lisa Emmons if interested in becoming part of the network. Lisa thanked the
administrator of the network who was unable to attend.
Kevin Shafer, Executive Director/MMSD
Kevin Shafer opened by asking if there were any issues. A description of the two boulders in the river north of the Bluemound Bridge, was brought up and he said he would have someone over there to look at it and they probably should be removed.
Kevin explained the Flood Control Project and why the detention ponds were important. The entire flood control project will be compromised without the detention ponds.
Kevin said the levee for the Valley area would sustain a 100 year flood without the detention ponds.
Kevin Shafer said that the remapping for the valley would go to FEMA at the end of May and we could be out of the flood plain in a year. (Hopefully)
The issue of the Detention Ponds was discussed at length and the reasons that County Executive Scott Walker has attached this project to the State Forest. The consensus was that this has become a political issue even though it has passed 2 votes on the County Board previous to the present election.
The residents at the meeting stated that they feel that they are being held hostage, are paying a premium or flood insurance, cannot make improvements to their homes due to mortgage restrictions
for flood insurance, the neighborhood cannot further develop because in-fill housing is impossible.
Kevin Shafer stated that removing the concrete liner from the river channel was indeed in the plan but would take several years to come to fruition, Army Corp. of Engineers is doing a study. This is a safety issue according to Shafer and Alderman.
Murphy agreed. Not all neighbors agreed.
County Supervisor Lynn DeBruin stated that she and Supervisor Luigi Schmit representing Wauwatosa would be
putting forth a resolution separating the detention pond issue from the state forest issue.
Michael Murphy agreed with the residents that this was being made a political issue rather than a flood prevention safety issue. He cited several issues that brought him to this conclusion.
The residents take offense at the direction this project has taken in the County Executive's office.
Lisa Emmons closed the meeting with the announcement that there would be a crime and safety meeting in May and to keep tuned for further news about the detention ponds.
A tree was sent to the County Executive from the organization via Supervisor DeBruin to start his
''forest''.
