How to sufficate a Neighborhood

One example of how overassessment
suffucates a community:

Up until the last few years,
Brewers Hill was a ''Hot Spot'', ''Up and Coming'', ripe with older homes that rehabbers came back into the city to redevelop.
The city recognized this attempt, and started raising assessments higher and higher each year. Now, the dreams of Brewers Hill have come and gone. It's very difficult to afford to live in this area, and actual investment in this area by ordinary people (not developers) is very rare.

Hmmmm...Piggsville gets a $12 million very well publicized Flood Control Facelift, larger Park, Walking Trail, etc.
Upon completion Piggsville is proclaimed ''Up an Coming'', tax assessments go higher and higher each year, investors start buying up property at a fast a furious rate at possiby overinflated prices, Homeowners eventually find it unaffordable to live here due to tax burdens and unresolved flood insurance issues, they sell out and move, now you have an overtaxed investment property area, not a quaint little neighborhood with a 100 plus year history.
Someone please remember to turn the lights off on their way out!

Your Brewers Hill reference is totally off base. I know this because I work in the area. Trust me every where you look there still building, rehabing, and improving. Piggsville will never get to Brewers Hill status in the way of taxes. This area is one of the most affordable in the city, unless you want to move to the inner, inner city. You people make it sound like J.O. Properties, and Tony Haas own every other property down here. People are still buying houses down here and living in them. Two of them in fact on 42nd st. Both will be living in the houses they bought. If I were you I wouldn't turn the lights off yet!

Funny, JO Properties or Tony Haas where NEVER mentioned in these TAXing discussions, so who are you, JO Properites OR Tony Haas???!
Tonys a decent guy, JO properties still have to prove themselves here, time will tell, but they deserve a fair chance.
And you are wrong about Brewers Hill, research the situation, read the Journal Sentinel archived stories, talk to City officials-yes there is development but by large investors not homeowners, that dream is pretty dead there.

I'm neither person, I was using them as the persons you refer too as the only ones who can afford to buy down here because of the higher assesments, which is untrue.

On the Brewers Hill issue it's a matter of opinion...you see it one way, working there I see it another.
