A little after 5 am today I saw a car going around Montilla loop very slowly with the windows down. It was the water police.

Rich, that's funny. That same day, yesterday, I saw two residents watering blatantly in the afternoon. I would not want to even try that. I've gotten a fine once before for watering on an off day, that's all I need too. It's just a matter of time for those folks I think.

and hand water is okay right?

Not on grass. But I think its ok on plants and trees, flowers. I still spot water my dry spots on the lawn but it is now banned.
