Shingles seal by the tar that is on the bottom of the shingle. If not made properly, they do not seal properly. When they become loose it is usually not from the nails but from the seal. The wind gets under the shingle and like a sail catches the wind and blows off, or breaks. The wind has to get under the shingle first. I doubt that the nails are being pulled out but the shingles are breaking.

I have to believe that building codes would address the construction of the roofs, and ventilation.
