If you are then, sorry Mass General Laws govern how TM and the SC monies are handled. TM can debate until the cows come home about particular line items contained in the School Dept budget, but unfortunately we can't just remove them. MGL states that the most TM can do is reduce the bottom line by the figure of the debated lines.
MGL also states that the School Dept is an automous entity that controls the monies within it's own budget. TM cannot force the School Dept to stick to what ever budget items are presented. They can and often do move monies around their depts freely.
So unless TM wants to develop some cojones this year and reduce the bottom line the amount of the raise (which would force the School Dept to find the funds within the voted budget by moving items and layoffs, the contract will stand as a legal document signed by the various parties involved, without or without TM funding.
If TM says no, the School Dept is stuck with a BAD contract until they can persuade TM or the voters otherwise.
