I believe that is the way the contract is written. Possibly neither side has ever forseen the need for an escape clause, I can't be positive, but I don't recall Town Meeting ever refusing to fund a union contract(individual contracts, yes, Bill Sweeney's is an example). This particular contract and Annual might be a precedent setting one.
But instead of inviting speculation, I would suggest calling the people who would know, Dr. Kurzberg, Maureen Clark, Ted Langill, Larry Kramer, Barbara St. Andre, Town Counsel, or any member of the school committee would be able to answer your questions.
