I believe that is the way the contract is written. Possibly neither side has ever forseen the need for an escape clause, I can't be positive, but I don't recall Town Meeting ever refusing to fund a union contract(individual contracts, yes, Bill Sweeney's is an example). This particular contract and Annual might be a precedent setting one.
But instead of inviting speculation, I would suggest calling the people who would know, Dr. Kurzberg, Maureen Clark, Ted Langill, Larry Kramer, Barbara St. Andre, Town Counsel, or any member of the school committee would be able to answer your questions.
They would all be familiar with the contract.
I Remember A Contract Unfunded

Years ago in the Cleggett/Aiello/McSweeney led Water Commission, they negotiated a new contract for their utilities employees. Brought it to Town Meeting for acceptance AND FUNDING and Town Meeting said NO. Both Cleggett and Aiello, the Commissioners at the time, were in the audience, but refused to answer TMM questions about the proposed contract. No answers, the move was to defeat the contract (and it was defeated) and sent back to the table for more negotiations. Reason why School Contract isn't involving Town Meeting to begin paying the first year's 1% raise with new Longevity payments and another personal day is because no NEW monies would be needed this fiscal year to pay the 1%. The 2% (plus this year's compounded 1%) will require about $900,000 more NEW dollars in the school budget next year. If Town Meeting reduced the School Budget by this amount, it would in effect say to the School Committee, fund your too expensive contract out of school monies and not NEW monies. It will result in layoffs again and more fees tacked on to families for kids to play sports and ride buses, but that will be bottom line net result of this swindle upon us all!

Where is the money coming from ?

Where does the school department think the money is coming from to fund this outrageous teacher's contract ?

Are they begging for another round of layoffs ? Well, that's just what they're gonna get.

Whoever has the power to put a lid on the town's finances, get tough and say no more.

Look at your tax bill. The Board of Assessors is funding all of the money needed with the increased Assessed Valuation,and in case you didn't notice your tax bill increased about 25-35%. That is a lot of green for the BOA to spread around. They brag that the tax rate went down, BUT YOUR TOTAL TAX BILL WENT WAY THE HELL UP!
