Tom has zero experience in sewer system construction, maintenance or repair and about as much for a water distribution system, but he was best qualified?
''Responsible for the maintenance and repair of all pumps, wastewater pumps and properties repair and maintenance''. Tom couldn't fix a basketeball pump, but our multi million dollar system is now under his responsibility to do so? Wonder how long it will take for him to become trained to do so by code?
''Exercises supervision over all personnel assigned to the treatment plant and systems maintenance''. Now, really, does our DPW Director really believe that Tom can properly supervise treatment plant personnel in how to do their jobs when Tom himself wouldn't know - as yet anyways - how to perform these tasks at the treatment plant?
''Technical College degree with technical experience in telemetry, repair and maintenance of pumps and in treatment of a public water supply, five years of progressively responsible experience in the operation of a water supply and treatment facilities; or any equivalent combination of educatin and experience''. Does riding a Mass Highway Pickup Truck for the past six years qualify him in this regard?
''Thorough knowledge of the law, rules and regulations governing the supply of potable water. Working knowledge of hydraulic engineering principles and practices.'' We could be in trouble friends if Tom is sent to the treatment plant because no one else can come in to work and Tom begins controlling chemicals being added to your water and mine?
SPECIAL QUALIFICATION: as job description says,
''Possession of T-4 Certificate - Operator of Drinking Water Facilities; D-3 for Distribution; and Class 4 for Collection Systems or be able to obtain same certificates within two years time of appointment''. That must be the catchall phrase of the entire job description......or be able to obtain same certificates wihtin 2 years? What is our peril during that 2 year period in the meantime? Mean to tell me that of all the candidates and even the other of the 4 finalists, we didn't have a candidate who met these job description requisites such as Mr. Toma of Braintree whom I don't know except realized he used to work at Water and Sewer Dept. before going to work with a company in Boston?
