money matters, reread
frankreport's opening post in this thread. He makes the case there.
We as a town have to gain control of a runaway school dept/committee.
The committee has no controls over its fiscal/financial activities and negotiations, they don?’t operate in the towns best interest! One would expect the financial committee to
function as a watch dog on the school committee?’s perfidity ,that hasn?’t been the case.
By the time school committee elections roll around the till will be empty again, when will we ever learn?
The school committee has the power to negotiate contracts that favor contractual
money excesses for the teachers salaries, this must stop or the town will be bankrupt.

Town meeting isn't able
to govern the town's affairs in this day and age, the day to day affairs of
town have become much too complex.
Town meeting is an colonial concept more appropriate to a small farming community, much loved in this town and totally inadequate to the task. Our first attempt at a modified form of government was a bloated compromise of foolishness, a mayor, city council, town manager and several other equally strange ideas.
A mayor without any power and a town council behind the scenes, pulling the strings and a town manager. We as a town need a simple easy to operate, accountable new form of financial control.

My understsanding
in the past was that the school contract was not valid until TM appropriated the money for the first year of the contract. I believe the contract must have a clause in it about valid only if the money is appropriated like other town contracts. As a TMM member I have never seen a school contract so I really don't know. But last night I watched the SC on TV, I think Dr. K said he was already paying the 1% raise for this year out of their current budget, so does that mean the contract has been validated and TM does not get a say in validating this contract?
