You are incorrect. The tax base can only go up by 2 1/2% + growth. If your tax rate's going up by more than that, you can bet the business' rate has gone down.
The only thing that makes up for the ''shortfall'' is gutting the town's services - and isn't that what a town's all about - providing services to its residents???
