Question re: outsourcing

What is the difference, if any, between outsourcing and having a vendor relationship?

To me, outsourcing means having people external to the organization do the same job at signficantly lower rates and no tax implications. So, if the town hired a firm to answer all questions regarding taxes, assesments, etc. and we eliminate those jobs at Town Hall, that would be outsourcing.

There Is No Difference...

as long as the vender adheres to the guidelines and remains within the purview of our government. To your question, yes; but keep in mind the people answering those questions have many more responsibilities besides, so to outsource the duty of answering the phone would be to outsource only a portion of their duties. They would love you though, they must be bombarded with phone calls at r.e.tx.time and whenever excise tax bills are issued.
