Or maybe you just aren't out at the times they are. COP was in the hood Sunday night and the patrol members posted about a suspicious person on FB while they were patrolling. There are a few that patrol VERY late or very early. Depending on what hours you keep, you may or may not see them.
I see PCSO in here almost daily. Saw 2 PCSO pick up trucks yesterday morning, 2 at 7:25 am and one of them leaving around 7:50 am. This morning saw another one. They are all over in the mornings and many times in the afternoons as well. Saw a PCSO sedan last night when I went out as well around 8:45 pm. They are also in the school zone in the morning frequently.
I'm in and out of the hood a few times throughout the day M-F taking and picking my son up from school (he does not go to the neighborhood school) and I typically see at least one PCSO vehicle either in our neighborhood, leaving our neighborhood, or heading towards our neighborhood at least once a day, usually more often or more than one.
COP, well, again, volunteer organization, if you want to see more of a presence with COP, then PLEASE join and encourage your friends and neighbors to join as well. It is completely FREE to join, but it is also strictly volunteer, they do not get paid. Only so much that 15-20 volunteers can do when they are volunteers for the ENTIRE 90,000 people of San Tan Valley and have families, jobs, health issues, etc. COP is not for Castlegate only either, so you may get 2 volunteers that go out and they patrol in Johnson Ranch or Encanterra, or Ironwood Crossings, or Magma Ranch, or somewhere else. It's not possible to hit every subdivision in STV in your patrol time span, so you pick an area that hasn't been patroled in awhile and go there. They try to keep coverage as even as possible whenever possible.
You can also join the Castlegate Blockwatch and can patrol just Castlegate in your own time if you so choose.
