My next door neighbors routinely honk their car horns in their driveway to signal others inside their apartments. Their guests also honk to announce arrival (even at 5am). We are startled continually, our dogs bark, and we often are obliged to go out to see if there is a package delivery for us. These neighbors are well aware how destructive this honking is, but they (and the property owner too) refuse to do anything to stop any of it.
Any ideas? The police probably won't respond, as they don't come when several neighbors call about loud amplified band ''music.''

church noise
I am having a problem with the Catholic church on my corner. They put up an amplied sound system with 4 bullhorns. They blast their organ music, bells, and chimes 4 times a day every day of the week. There is nothing LAPD can do because churches are exempt from the noise law code 115.02b. Any ideas?

car honking noise
Call your local police station and ask for the Senior Lead Officer. That person should be able to solve your problem. Also, call your councilmember office and complain and complain to those people. Hopefully you have a better council person that I have.

STOP noise
Try the website nonoise.org. Also, call your councilmembers office. Call 311 and ask who it is if you don't know and have them connect you. Then complain and complain and complain. Maybe they can make your street a dead end to stop traffic. Also, call building and safety on the apt buildings. Tell them there are abandoned cars on the property and garffetti on the walls of the buildings. This will at least start some inspections on the buildings and maybe get the owners of the buildings to straighten up and get their renters to ask appropiately.
Also, call your neighborhood police department and ask for the Senior Lead Officer. Speak to that person about doing something. You have got to make some phone calls, and do some leg work, and then things will change.
